But the two-member panel was unswayed Tuesday, and Van Houten was denied a parole date for a 19th time and told to come back to the board in three years.
Van Houten, who last appeared before a parole board in 2007, showed no response to the decision and was taken back to her cell.
The only words the 60-year-old spoke during the hearing at the California Institution for Women were from a prepared statement apologizing to the family of her victims. She also gave the family members a private letter.

(Reuters) - An appeals court upheld the detention at the U.S. military base at Guantanamo Bay in Cuba of a Kuwaiti who went to Afghanistan in 2001 to become part of the Taliban and al Qaeda forces, according to a ruling released on Wednesday.
The unanimous three-judge panel rejected an appeal by Fawzi Al Odah, whose lawyers had argued that he was a teacher who went to Afghanistan to do charity work and to teach the Koran to the poor and needy.
He was captured near the Afghanistan-Pakistan border in late 2001 and has been held at Guantanamo since early 2002.
The U.S. appeals court upheld a ruling by a federal judge that sufficient evidence existed showing that al Odah had been part of the Taliban and al Qaeda forces.
The appeals court said al Odah's name and phone number appeared on a document on al Qaeda's official website, that his passport was later recovered from an al Qaeda safehouse in Karachi, Pakistan, and that two other individuals identified him as a Taliban and al Qaeda member.
"Once in Afghanistan, al Odah sought out a Taliban official" and he went to a Taliban-run camp to train on an AK-47 rifle, Chief Judge David Sentelle wrote in the opinion.

(Reuters) - A suicide bomber killed at least 30 Iraqi Shi'ite pilgrims on Wednesday en route to a shrine and wounded 75, while a roadside bomb killed another six despite heavy security during a religious rite, security sources said.
The suicide bombing took place just short of a bridge where 1,000 Shi'ite pilgrims died in a stampede during the same festival in 2005 after hearing rumors of a bomb.
The attacker was wearing a belt full of explosives, a police source said. Suicide bombings are often a hallmark of Sunni Islamist al Qaeda, which regards Shi'ite Muslims as apostates.
The roadside bomb in the western district of Harithiya, a mainly Sunni area that the Shi'ite pilgrims walk through to get to the Imam Moussa al-Kadhim shrine, killed six and wounded 30, an Interior Ministry source said.

LACKLAND AIR FORCE BASE, Texas -- A be-on-the-lookout alert issued last month for 17 Afghan military men who walked away from an Air Force base in Texas has turned out to be just the tip of the iceberg. No fewer than 46 members of the Afghan military have gone absent without leave from the Defense Language Institute’s English Language Center at Lackland Air Force Base in recent years, FoxNews.com has learned.
From a series of interviews with civilians and military personnel conducted over the course of a week, and according to documents obtained from a variety of sources, FoxNews.com has learned that five of these Afghan deserters remain at large; eight are in custody; at least 18 are in Canada and one has been granted conditional U.S. residency. The most recent to disappear fled the Texas base just last Thursday, hours after his graduation ceremony.
Some of the men disappeared before completing the Defense Language Institute (DLI) program. Others graduated from DLI but vanished before their scheduled flights back to Afghanistan. Many never showed up at the U.S. military base where they were scheduled to attend specialized formal training. A smaller percentage of the group went AWOL while attending the formal training programs.
Military and law enforcement officials say it’s not uncommon for foreign military personnel who come to the U.S. for training to get lured in by hopes of a better life. But the number of AWOL Afghans has become a growing problem.
Last year alone, 21 Afghan military students disappeared from DLI — a much higher rate than students from other countries who attend the school. Two of the men went AWOL weeks after graduating from the program; the others vanished before completing it.

(CNN) -- The Arizona lawmaker who sponsored the state's controversial new immigration law blasted Tuesday's lawsuit by the Justice Department, saying, "The misinformation out there is outrageous."
Appearing on CNN's "Campbell Brown" hours after the suit against the state was filed, Arizona state Sen. Russell Pearce, a Republican, said, "The Obama administration simply is filing suit, a political lawsuit if you will, (be)cause they have no leg to stand on."
"They are simply trying to enforce their current policy of no enforcement and amnesty. That's what it's about. They're not worried about (racial) profiling and this bill prohibits it," Pearce said.
State Rep. Kyrsten Sinema, a Democrat, disagreed, telling Brown, "The Department of Justice has the clear authority and legal right to bring suit, even before the law is implemented. This law presents a great challenge and really interesting legal question for our whole country, and hopefully this lawsuit can provide some clarity... so we can know where the state authority ends in terms of implementing immigration reform and where federal authority begins."
Asked by Brown about complaints from some Arizona police agencies about the new law, Pearce dismissed the criticism as "fabrications."
"Nine out of 15 sheriffs endorse this bill," Pearce explained. "The state Fraternal Order of Police endorses this bill. The Border Patrol Association endorses this bill... the police chiefs don't endorse it because they work for open-border mayors, sanctuary mayors who always stated they don't want to enforce the law," Pearce said.
The law, signed by Arizona Gov. Jan Brewer in April, is considered the toughest legislation in the United States dealing with illegal immigration.

The cost of harboring illegal immigrants in the United States is a staggering $113 billion a year -- an average of $1,117 for every “native-headed” household in America -- according to a study conducted by the Federation for American Immigration Reform (FAIR).
The study, a copy of which was provided to FoxNews.com, “is the first and most detailed look at the costs of illegal immigration ever done,” says Bob Dane, director of communications at FAIR, a conservative organization that seeks to end almost all immigration to the U.S.
FAIR's opponents in the bitter immigration debate describe the organization as "extremist," though it is regularly called upon to testify before Congress.
Groups that support immigration reform immediately attacked FAIR's report and pointed out that it is the polar opposite of the Perryman Report, a 2008 study paid for by a liberal group now called the American Immigration Council. That study found that illegal immigration was actually a boon to the American economy. It estimated that illegal immigrants add $245 billion in Gross Domestic Product to the economy and account for 2.8 million jobs.
The FAIR report comes as President Obama moves immigration reform to the top of his agenda, and it is likely to be a rallying point for those who oppose the president. At a speech Thursday at American University in Washington, D.C., Obama argued that the entire immigration system is broken and needs sweeping reforms. Among the changes he said are needed is "a path for [farm] workers to earn legal status," which the president's critics called an opening for a new amnesty program.
FAIR's report argues that there are two choices in the immigration debate: “One choice is pursuing a strategy that discourages future illegal migration and increasingly diminishes the current illegal alien population through denial of job opportunities
and deportations. The other choice,” it says, “would repeat the unfortunate decision made in 1986 to adopt an amnesty that invited continued illegal migration.”

The lawyer for Ahmad Afzali (AKH'-mahd ahf-ZAH'-lee) says Afzali and his wife left on a Saudi Arabian Airlines flight to Jeddah on Monday afternoon. Two immigration agents accompanied him to the plane to ensure he got on. Afzali's lawyer says some of Afzali's last words on U.S. ground were: God bless America.'
Afzali's wife Fatima got a position teaching English in Saudi Arabia. Afzali isn't quite sure what he's going to do there. The Afghanistan-born imam has lived most of his life in Queens.

Sri Lanka says the panel is not needed and denies troops committed war crimes.

About 7,000 civilians died in the last five months of the war, the UN says.

NASA Administrator Charles Bolden said in a recent interview that his "foremost" mission as the head of America's space exploration agency is to improve relations with the Muslim world.
Though international diplomacy would seem well outside NASA's orbit, Bolden said in an interview with Al Jazeera that strengthening those ties was among the top tasks President Obama
assigned him. He said better interaction with the Muslim world would ultimately advance space travel.

(Reuters) - A French bill to ban full-face veils worn by some Muslim women in public will go to parliament on Tuesday, bringing closer a measure which critics argue is hard to enforce and may be unconstitutional.
Supporters of a ban on full-face veils in France, home to the European Union's largest Muslim minority, argue that wearing garments which hide women's faces violates the republican ideals of secularism and gender equality.
Opponents say only a tiny minority of Muslim women wear the full veil, known as a niqab or burqa, and that the legislation is a step toward tighter restraints on individual freedom.
France already bans Muslim headscarves and other religious symbols from schools.
"It's going to increase feelings of being ostracized in part of the Muslim community, even parts where women don't wear the niqab," said Jean Bauberot, sociologist at the Ecole Pratique des Hautes Etudes at Paris' Sorbonne University.
Most voters back a ban, polls have shown, but legal experts warn it could violate the constitution. The Council of State, the top administrative court which advises the government on the preparation of new laws, said in March a ban could be unlawful.
"We were opposed to the veil even before the start of the debate...and we think that a general ban is absolutely not the solution," said Mohammed Moussaoui, President of the French Muslim Council.
Amnesty International called on parliamentarians to reject the ban.
"A total ban on covering the face would violate the rights to freedom of expression and religion of women who wear the burqa or the niqab in public as an expression of their identity or their convictions," John Dalhuisen, expert on discrimination in Europe at Amnesty International, said in a statement.
Parliament will begin debating the four-article bill on Tuesday and a vote on it on July 13.

LONDON -- A cancer expert whose medical assessment of the Lockerbie bomber helped lead to his early release has been quoted as saying the Libyan could live for another 10 years.
Last year, Karol Sikora examined Abdel Baset al-Megrahi for Libyan authorities and estimated he had three months to live. Al-Megrahi, who has prostate cancer, was freed from a Scottish prison on compassionate grounds and sent to Libya.
He had been convicted in the 1988 bombing of Pan Am Flight 103, which exploded over Lockerbie, Scotland, killing 270 people, including 180 Americans.
The Sunday Times quoted Sikora, the medical director of CancerPartners UK, as saying al-Megrahi could live another decade.
Sikora is cited as saying: "It is embarrassing that he's gone on for so long."

The spaceflying American flag is a not a huge version of Old Glory, but will be the only one flying more than 10.5 billion miles (16.9 billion km) from Earth this Fourth of July. It is riding on Voyager 1, a 33-year-old space probe on the outskirts of our solar system.
Another far-flung American flag is flying on Voyager 2, which is about 8.6 billion miles (13.8 billion km) from Earth. Both Voyager 1 and Voyager 2 are on trajectories to leave the solar system behind after passing through a magnetic bubble-like region called the heliosphere.

US Scientists and the National Federation of the Blind are developing a car for the blind and will present a prototype next year.
The vehicle will be fitted with technology that allows a blind person to drive independently, the NFB and Virginia Tech University said.
Non-visual aids include sensors indicating turns in the road via vibrating gloves.
Puffs of compressed air on the face will alert the driver to obstacles.
Other aids to be fitted include a vibrating vest to give feedback on speed and a steering wheel with audio cues and spoken commands indicating the car's direction.

Mexican police say they have arrested a gang leader responsible for killing three people connected to the US consulate in Ciudad Juarez in March.
Jesus Ernesto Chavez admitted targeting a US consular worker because she was thought to have given visas to a rival gang, police said.
Her husband and another man linked to the consulate were also killed.
The murders raised fears that US interests had become a target in Mexico's drugs war.
Police say the suspect leads a gang known as the Aztecs, which is linked to the Juarez cartel, one of Mexico's most powerful drug-trafficking organisations.
He is also accused of taking part in the murder of 13 teenagers at a party in Ciudad Juarez in January.

So here we go , 4 days after the supreme court says that we as American citizens are allowed to own a handgun NO MATTER WHAT ! Chicago votes unanimously to ban Handguns everywhere but outside your home , including in gun shops !

CHICAGO -- Members of the Chicago City Council have approved what city officials say is the strictest handgun ordinance in the United States.
Friday's 45-0 vote comes four days after a U.S. Supreme Court ruling made it almost certain that Chicago's handgun ban would be overturned. The high court ruled Americans have a right to own a gun for self-defense anywhere they live.
The new city ordinance bans gun shops in Chicago and prohibits gun owners from stepping outside their homes, even onto their porches or garages, with a handgun.

At least 21 people have been killed in a gunfight between two of Mexico's most powerful drug cartels near the border with the US, officials have said.
The incident occurred off a remote dirt track near the city of Nogales, in the northern state of Sonora, they said.
Nine people have been arrested, six of whom were wounded in the confrontation.
Correspondents say gangs are involved in smuggling drugs and people to the US, and have been battling for control of the area - a key trafficking route.
However, they rarely stage such large-scale shootouts, they add.
There was no indication about what specifically triggered Thursday's gunfight between the Sinaloa cartel, led by Joaquin "El Chapo" Guzman, and an offshoot, the Beltran Leyva cartel.
All of the victims were believed to be members of the gangs.
The BBC's Julian Miglierini in Mexico City says the fact that the violence happened only 20km (12 miles) from Arizona will do little to allay US fears that Mexico's unrest is getting increasingly close.
On Wednesday night in the northern border city of Ciudad Juarez, gunmen killed Sandra Salas Garcia, an assistant attorney-general of Chihuahua state, and one of her bodyguards.
Meanwhile, a severed head was reportedly left on Thursday outside the home of the leading candidate for the mayor of Ciudad Juarez, Hector Murgia. Fourteen states will hold elections on Sunday.
For months, candidates have complained of intimidation by the gangs and have been forced to limit their campaigning in high-risk areas.
Rodolfo Torre Cantu, who was running for governor in the north-eastern state of Tamaulipas, was shot dead along with four of his supporters near Ciudad Victoria on Monday.

U.N. Climate Panel Embraces 'Diversity' -- Geographically

Diversity, apparently, is in the eye of the beholder.
The United Nations, which has come under fire for stocking its climate change group with scientists who are lockstep in their endorsement of the theory of manmade global warming, is trumpeting the "more diverse" panel it has selected for its fifth report on the issue, expected in 2014.
But that doesn't mean the UN is assembling a group that is open-minded to contrary theories. All it means, critics say, is that the scientists will come from a more diverse range of countries.
The more things change, they say, the more you can bet they'll stay the same.
According to the UN's Intergovernmental Panel on Climate Change (IPCC), 60 percent of the team it assembled to produce its fifth assessment on climate change -- a document called the "AR5" -- is new to the panel. The report then loudly trumpets the wide array of participating countries and an increased number of women among the panelists -- not their viewpoints on the contentious issue they will study.
"Participation from developing countries has been increased reflecting the ongoing efforts to improve regional coverage in the AR5," the IPCC says. "About 30% of [the report's] authors will come from developing countries or economies in transition," the IPCC says. "The proportion of female experts has significantly increased since the AR4, reaching approximately 25% of the selected authors."
But the U.N.'s complete list of authors doesn't cite their field of expertise or their perspective on climate change. In fact, the country each scientist comes from is the only bit of information the U.N. deemed relevant to cite.
Asked to explain how the U.N. selected the panel from among 3,000 nominees, spokeswoman Carine Richard Van Maele declined to comment. But Michael Mann of Penn State University, a leading global-warming guru, was enthusiastic about the selections. "It looks like a great bunch of scientists, and I'm happy to see a lot of new blood in there, and an appropriate diversity of backgrounds, experiences and viewpoints," Mann told FoxNews.com.
But other policy experts and scientists fretted that the panel's geographic diversity won't guarantee an accurate report.

KABUL, Afghanistan — President Hamid Karzai has signed a decree launching an Afghan program to lure Taliban foot soldiers off the battlefield, as troops continue rounding up mid- to senior-level militant commanders including a Taliban leader captured in a four-hour gunbattle in the south, NATO said Thursday.
NATO said the Taliban district chief of Now Zad was captured and an unspecified number of insurgents were killed during an Afghan-international force operation Wednesday night in the remote Baghran district in northern Helmand province.
Taliban fighters inside the compound fired rocket-propelled grenades and machine guns before troops called in a precision airstrike, NATO said.
There were no casualties among civilians, Afghan troops or international service members, but an undisclosed number of Taliban were killed or wounded, the alliance said. Helmand provincial spokesman Dawood Ahmadi said 31 militants were killed.
The joint force seized dozens of automatic weapons, grenade launchers and 20 pounds of opium in the compound at Now Zad, a former insurgent stronghold where U.S. Marines have reported progress in winning over the population after a major offensive last summer.
NATO has reported that 130 mid- to senior-level Taliban have been killed or captured across the nation in the past four months.

Al Qaeda's first English-language propaganda magazine, designed to encourage would-be terrorists into acts of violence, suffered an inauspicious launch -- with only the first three of the 67 pages legible due to an apparent computer glitch on Thursday.
The online publication, apparently aimed at British and American readers, includes features such as "Make a Bomb in the Kitchen of Your Mom."
Until now, Al Qaeda has relied on Arabic websites to carry its message, but Bruce Riedel, a Brookings Institution scholar and former CIA officer, said the new magazine was intended to build on recent success in the radicalization of Western citizens.
“[It] is clearly intended for the aspiring jihadist in the U.S. or U.K. who may be the next Fort Hood murderer or Times Square bomber,” he said. “The trend we’ve seen in the last year and a half is less global terrorism and much more homegrown domestic terrorism within Muslim communities.”...
The first edition of the magazine, published by Al Qaeda in the Arabian Peninsula, includes an article by Awlaki entitled ‘May our souls be sacrificed for you’, as well as “a detailed yet short, easy-to-read manual on how to make a bomb using ingredients found in a kitchen."
It also contains part one of a treatise on ‘What to expect in Jihad’ and translated messages from Usama Bin Laden on “how to save the earth,” and his second in command

The Taliban in Afghanistan have told the BBC that there is no question of their entering into any kind of negotiations with Nato forces.
It comes after US commanders and the British army chief of staff, Gen David Richards, suggested that it might be useful to talk to the Taliban.
The Taliban statement is uncompromising, almost contemptuous.
They believe they are winning the war, and cannot see why they should help Nato by talking to them.
They assume, perhaps wrongly, that the Americans are in disarray after the sacking of the Nato commander Gen Stanley McChrystal last week, and regard any suggestion that they should enter negotiations with them as a sign of Nato's own weakness.
June, they point out, has seen the highest number of Nato deaths in Afghanistan: 102, an average of more than three a day.
