Afghanistan's Karzai: US 'in peace talks with Taliban'

it won't take long to start denying this just like they did the last time.

The US is engaged in talks with the Taliban, Afghan President Hamid Karzai has said, in the first high-level confirmation of US involvement.

Mr Karzai said that "foreign military and especially the US itself" were involved in peace talks with the group.

Earlier this month, US Defence Secretary Robert Gates said there could be political talks with the Taliban by the end of this year.

The US is due to start withdrawing its 97,000 troops from Afghanistan in July.

It aims to gradually hand over all security operations to Afghan security forces by 2014.

'Taliban impostor duped officials'

How messed up are things that you go around acting like part of the Taliban Leadership .

A man who has been representing Taliban senior leaderhip in secret talks with the Afghan government appears to have been an impostor.

The man, calling himself Mullah Akhtar Muhammad Mansour, the Taliban's second-ranking official, was exposed after another man who knows Mansour did not recognise him during a negotiation session, the New York Times reported on Monday.

The secret talks with the impostor had been going on for months and were used by senior US officials to claim progress on the diplomatic front in the Afghan war.

Nato and Afghan officials told the New York Times they held three meetings with the man, who allegedly received large sums of money to take part in the negotiations.

The fake Taliban leader, who travelled from across the border in Pakistan, even met with Hamid Karzai, the Afghan president, in the presidential palace in Kabul, the capital. He was flown to the capital on Nato aircraft.

Officials said Petraeus expressed "astonishment and disappointment" with Karzai's call, in an interview Saturday with The Washington Post, to "reduce military operations" and end U.S. Special Operations raids in southern Afghanistan that coalition officials said have killed or captured hundreds of Taliban commanders in recent months.

In a meeting Sunday morning with Ashraf Ghani, who leads the Afghan government's planning on transition, Petraeus made what several officials described as "hypothetical" references to an inability to continue U.S. operations in the face of Karzai's remarks.

Nato's 'safe passage' for Taliban

I'm very skeptical over the whole talking with the Taliban nonsense,It's that whole Taqiya B.S. that People like the Taliban believe in that just does not sit well.

I find it hard to believe that the Taliban is ready for peace.

Nato has granted safe passage to Kabul for at least one Taliban commander to hold talks with the Afghan government, according to General David Petraeus.

The commander of international forces in Afghanistan said in London the move aimed to back President Hamid Karzai's efforts to reach out to the insurgents.

Despite the peace feelers, analysts say the bigger picture is of an intensifying insurgency in the country.

Afghanistan is facing its bloodiest year since the US-led invasion of 2001.

During his address to a defence think tank, Gen Petraeus said there were "several ongoing initiatives" to try to get the Taliban to the negotiating table.

"Indeed in certain respects we do facilitate that given that needless to say it would not be the easiest of tasks for a senior Taliban commander to enter Afghanistan and make his way to Kabul if Isaf [Nato's International Security Assistance Force in Afghanistan] were not willing and aware of it and therefore allows it to take place," Gen Petraeus said.

He told the Royal United Services Institute that several "very senior" Taliban leaders had made contact with the Afghan government and other countries engaged in Afghanistan for preliminary discussions.

U.S. to Spend Billions in Afghanistan for Years After Troop Pullout

Oh yeah , we will be paying for Afghanistan for the next 5 Years or so , about 6 Billion a year that's all .

WASHINGTON -- The U.S. government's financial commitment to Afghanistan is likely to linger and reach into the billions long after it pulls combat troops from the country, newly disclosed spending estimates show.

The United States expects to spend about $6 billion a year training and supporting Afghan troops and police after it begins withdrawing its own combat troops in 2011.

The estimates of U.S. spending through 2015, detailed in a NATO training mission document, are an acknowledgment that Afghanistan will remain largely dependent on the United States for its security.

That reality could become problematic for the Obama administration as it continues to seek money for Afghanistan from Congress in a time of increasingly tight budgets.

The Obama administration is downplaying differences with Afghan President Hamid Karzai, calling him "a reliable partner." In a series of joint appearances on American television, Secretary of State Hillary Clinton and Defense Secretary Robert Gates talked about Afghanistan, Iran, and the upcoming nuclear summit in Washington.

Both Clinton and Gates say they understand the pressures on Hamid Karzai as a leader of a nation that has been a battleground for decades.

They say the Afghan leader is on track to visit Washington next month, despite his recent complaints about outside interference in his country.

Gates says President Karzai's controversial comments are the words of a man deeply concerned about his nation's sovereignty.

"I think he sees himself as the embodiment of Afghan sovereignty. And so he is sensitive to public statements that he thinks are not aimed not just at him, but at Afghanistan," Gates said.

In an interview aired Sunday on CBS's Face the Nation, Gates stressed the Karzai government is cooperating with U.S. military forces in Afghanistan.

Sitting side-by-side with the defense secretary, Clinton urged people not to over-react to Karzai's controversial statements - most notably his angry reaction to American news reports of official corruption in Afghanistan.

"We know how difficult it is sometimes for foreign leaders, not only in Afghanistan but elsewhere in the world to separate our free press and everything that it says and everything that it claims, from what our government policy is," Clinton said.

Karzai Casts Doubt Over Major Kandahar Offensive

The president of Afghanistan, Hamid Karzai, has cast doubt over NATO’s planned summer offensive against the Taliban in the southern province of Kandahar, as more than 10,000 American troops pour in for the fight.

Karzai threatened to delay or even cancel the operation — one of the biggest of the nine-year war — after being confronted in Kandahar by elders who said it would bring strife, not security, to his home province.

Visiting last week to rally support for the offensive, the president was instead overwhelmed by a barrage of complaints about corruption and misrule. As he was heckled at a shura of 1,500 tribal leaders and elders, he appeared to offer them a veto over military action. “Are you happy or unhappy for the operation to be carried out?” he asked.

The elders shouted back: “We are not happy.”

“Then until the time you say you are happy, the operation will not happen,” Karzai replied.

General Stanley McChrystal, the NATO commander, who was sitting behind him, looked distinctly apprehensive. The remarks have compounded U.S. anger and bewilderment with Karzai, who has already accused the United States of rigging last year’s presidential elections and even threatened to switch sides to join the Taliban.

U.N. envoy meets Afghan insurgents in Kabul

Everyone wants to have talks with the Taliban and their cohorts !
I guess it is more important to get the Terrorist organizations of the world who have murdered thousands of innocent people over several years , Integrated into society so that their will be no more war ?
Like that will stop them , the Taliban does not understand peace , the Taliban will tell you what you want to hear so that they can be left alone long enough to strengthen their ranks .

(Reuters) - The U.N. envoy to Afghanistan met delegates from one of the country's main insurgent groups in Kabul on Thursday, the first Western diplomat to meet them since they arrived in the capital for peace talks with the government.

Staffan de Mistura, the U.N.'s new chief representative in Afghanistan, met a delegation from Hezb-i-Islami at a hotel in Kabul, the mission said. Hezb-i-Islami is one of three insurgent factions fighting against foreign troops in Afghanistan.

"(De Mistura) listened to their points and indicated that their visit in Kabul and the ongoing discussions with Afghan authorities further underscored the importance of Afghan-led dialogue in order to bring stability to this country," the U.N. Assistance Mission in Afghanistan said in a statement.

A spokesman for de Mistura declined to give any further details about what was discussed with Hezb-i-Islami.

It is the first known meeting between a Western official and the group since they arrived in Kabul, and comes weeks before President Hamid Karzai plans a peace "jirga" -- or council of elders -- to which the Taliban have been invited.

On Wednesday, Hezb-i-Islami negotiator Mohammad Daoud Abedi told Reuters its leadership was ready to make peace and act as a "bridge" to the Taliban if Washington fulfils plans to start pulling out troops next year.

Abedi said the decision to present a peace plan was a direct response to a speech by U.S. President Barack Obama in December, when Obama announced plans to deploy an extra 30,000 U.S. troops but set a mid-2011 target to begin a withdrawal.

Reaching out to insurgents, in particular the Taliban, which NATO regards as a much bigger threat than Hezb-i-Islami, is one of Karzai's main priorities and has long had the backing of the United Nations.

Washington, while it supports plans to reintegrate low-level fighters back into Afghan society, has cautiously backed Afghan government efforts to reconcile with senior insurgents, provided they lay down their weapons and repudiate al Qaeda.

On Thursday, the United Nations also urged Afghanistan to repeal a law that offers blanket immunity to those accused of war crimes before 2001. Karzai had refused to sign the law when it was passed by parliament in 2007, but rights groups say they learned just this year that it had been enacted anyway.

The law protects powerful former warlords in Karzai's government and could also shield Hezb-i-Islami's veteran guerrilla leader Gulbuddin Hekmatyar, whose forces have been accused of killing thousands in the 1990s.

Karzai holds peace talks with insurgent faction

Though everyone that has had talks with the Taliban and any of their sub Groups like Hezb-i-islami , can tell you , they always Lie and break their deals , Hamid Karzai Still has talks with them !

(Reuters) - Afghan President Hamid Karzai has met a senior delegation from the insurgent group Hezb-i-Islami in Kabul, Karzai's office said Monday, an unprecedented step toward peace that may signal divisions within the insurgency.

The meeting with a militant faction that rivals the Taliban amounts to Karzai's first confirmed direct talks with one of the three main groups fighting his government and Western troops.

Although the talks appeared to be preliminary, the public acknowledgment of the meeting was itself a significant milestone after many months of furtive efforts to reach out.

An eventual peace deal could alter the balance of power on the ground in a decisive year, when Karzai is seeking to woo fighters off the battlefield and Washington mounts a "surge" of extra combat troops before planning to start a pullout in 2011.

Karzai's spokesman, Waheed Omer, confirmed the delegates had met the president and presented a peace plan.

Reuters tracked down the delegates -- including Ghairat Baheer, son-in-law of the group's fugitive leader Gulbuddin Hekmatyar -- at a Kabul hotel, where they were meeting Afghan parliamentarians. They declined to be interviewed.

"As you can see we are here, but we cannot speak to the press," said Qareeb Rahman Saeed, a senior Hezb-i-Islami official now based in Europe. The delegation's leader, former Prime Minister Qutbuddin Helal, was also present.

Karzai seeking money for taliban reintegration program

Afghanistan president Hamid Karzai will be asking international donors to put up money for a new plan to flip mid level taliban to Karzai's government.

This is the wrong way to win the war in Afghanistan. Instead of throwing money at the taliban in the hopes they'll stop blowing themselves up we should just kill them.

What safety guards does Karzai have in place to insure that the taliban who flip to our side aren't really double agents that will shoot our troops in the back? Reuters

KABUL (Reuters) - Afghan President Hamid Karzai will present a plan to donors next week aimed at pulling in lower to mid-level Taliban fighters but he faces scepticism over whether it will be any better than previous efforts.[...]

The plan, said Stanekzai, was to offer protection to insurgents who gave themselves in and to ensure they got jobs that prevented them from a return to "planting bombs."

"This will be a broader, detailed program and it will be implemented at all levels ... They need to be able to join the peace process with dignity," he told Reuters in an interview this week.

Previous efforts to win over Taliban fighters failed because little attempt was made to offer protection or financial incentives.

KABUL (Reuters) - Taliban gunmen launched a brazen assault on targets in the center of Kabul on Monday, With suicide bombers blowing themselves up at several locations and heavily armed militants fighting a pitched battle in a shopping center.

The insurgents failed in an apparent attempt to seize government buildings, but demonstrated their ability to cause mayhem at a time when U.S. President Barack Obama is trying to rally support for an expanded military mission to fight them.

It was the worst attack on the city in nearly a year. Gunfire and loud explosions shook the city and a huge column of smoke towered over its center, pouring out of the shopping center where gunmen battled security forces for hours.

After more than four hours of gunbattles, President Hamid Karzai said in a statement that "the security situation is under control and order has once again been restored."

The Taliban said 20 of their fighters were involved in the attacks, which they said targeted the presidential palace, justice ministry, ministry of mines and a presidential administrative building, all clustered in the center of town.

When the attacks began outside Karzai's sprawling palace compound, he was inside swearing in new members of his cabinet.

"As we were conducting the ceremony of swearing in, a terrorist attack in a part of Kabul close to the presidential palace is going on. This is just one of the dangers," Karzai told ministers. "The danger that could harm Afghanistan is sowing national discord among Afghans."

U.S. envoy to the region Richard Holbrooke, who had left Kabul hours earlier for New Delhi, said: "The people who are doing this certainly will not survive the attack nor will they succeed, but we can expect this sort of a thing on a regular basis. That is who the Taliban are."

Honor Killings in the News: Karzai forced to investigate family honor killing

Skeletons come tumbling out of the Karzai family closet.

When Afghan killers burst into a 12-year-old girl’s bedroom and shot her brother at close range it barely warranted an investigation.

Police said that no one reported the crime. Were it not that the pair were President Karzai’s cousins — and that the murder had all the hallmarks of a revenge killing connected to a Karzai dynasty feud — the shooting would in all likelihood have languished as little more than a footnote in Kandahar’s long catalogue of violence.

“The family didn’t report it so we couldn’t start an investigation,” police General Fazel Ahmed Sherzad, the head of security for Kandahar province, told The Times.

Revenge killings are enshrined as a noble and legitimate part of traditional Afghan culture, especially in Pashtun areas. Blood feuds can last for generations, according to the ancient pashtunwali honour code, and there is little state justice could, or would, do to interfere.

Mr Karzai said yesterday that he had personally ordered a police inquiry after details of the killing were reported in The New York Times.

Afghan president welcomes U.S. strategy review

Nice to see everyone in agreement that Al Qaida needs to go , I don't think that Iran is going to be to helpful with anything the U.S. is involved in Though .



KABUL (Reuters) - Afghan President Hamid Karzai said on Saturday he is in "full agreement" with the U.S. review of strategy on Afghanistan and Pakistan and said the plan to include Iran in a regional role was a "positive thing."

"It is exactly what the Afghan people were hoping for," Karzai said of the review.

"The plan to include Iran in a regional role ... it's a positive thing and we hope to use this opportunity in a positive way for the good of Afghanistan," he told a news conference.
U.S.President Barack Obama unveiled a new war strategy for Afghanistan on Friday. The strategy's key goal is to crush al Qaeda militants in Afghanistan and in Pakistan who he said were plotting new attacks on the United States.

"We back this and we will be working very, very closely with the U.S. government to prepare for and to work on implementing everything laid out in this strategy," Karzai said.

The new strategy comes with violence in Afghanistan at its highest level since U.S.-led forces ousted the Taliban in 2001 for sheltering al Qaeda leaders behind the September 11, 2001, attacks on the United States.

The insurgents, often operating from safe havens in the border regions of Pakistan, have escalated their attacks, with violence spreading from the south and east to the outskirts of the capital, Kabul.

KABUL (Reuters) - Afghanistan's Taliban on Tuesday turned down as illogical U.S. President Barack Obama's bid to reach out to moderate elements of the insurgents, saying the exit of foreign troops was the only solution for ending the war.

Obama, in an interview with the New York Times, expressed an openness to adapting tactics in Afghanistan that had been used in Iraq to reach out to moderate elements there.

"This does not require any response or reaction for this is illogical," Qari Mohammad Yousuf, a purported spokesman for the insurgent group, told Reuters when asked if its top leader Mullah Mohammad Omar would make any comment about Obama's proposal.

"The Taliban are united, have one leader, one aim, one policy...I do not know why they are talking about moderate Taliban and what it means?,"

"If it means those who are not fighting and are sitting in their homes, then talking to them is meaningless. This really is surprising the Taliban."

Some Western politicians and military officers now say the war cannot be won by military means alone and a solution will have to involve some form of reconciliation.

Yousuf said expulsion of foreign troops was the only solution for Afghanistan's spiraling violence.

"Afghans know better how to decide about their destiny," he replied when asked if the Taliban were willing to hold talks with Karzai's government should and when the troops leave.

Afghan leader sends demands to US on troop conduct

Afghan President Karzai has sent a letter to the US demanding that the US stop entering homes with women inside and to stop bombing villages. Maybe Karzai should write a letter to the taliban demanding they stop hiding amongst civilians, vlowing civilians up, throwing acid at women, blowing up girl schools...AP

KABUL, Afghanistan (AP) — The Afghan president has sent a list of demands to the United States government about troop conduct ahead of the arrival of more U.S. forces, pressing for cooperation with his government.

President Hamid Karzai has repeatedly called for foreign troops to do more to prevent civilian deaths during strikes and raids. He also wants them to show more respect for the country's traditional Muslim culture, in which men can cause great affront by entering a house with women inside.

In a speech Thursday, he said he asked last month that the U.S. cooperate with the Afghan government and security forces in all its operations.

"Part of that list was that they shouldn't, on their own, enter the houses of our people and bombard our villages and detain our people," Karzai said.

Karzai's Brother Linked to the Herion Trade?

According to informat Hajji Aman Kheri, who was arrested in 2002 for plotting to kill the Afghan Vice President, Afghan President Karzai's brother is linked to herion trafficking. US officials have approached President Karzai several times regarding his brother's links to the herion trade. But Karzai refuses to take any action until the US can produce any concrete evidence against him.

However, no full investigation has taken place because the administration prefers if the matter is dealt with a "hands-off approach". A catch 22 situation, Karzai demands evidence linking his brother to the herion trade but the administration won't conduct an investigation because of the political sensitivity of the matter.

The herion trade in Afghanistan is intimately linked with the taliban and other unsavory characters in the region. In my opinion, in order to win the war in Afghanistan NATO must disrupt the herion trade in order to deprave the taliban of one their primary sources of income.New York Times

WASHINGTON — When Afghan security forces found an enormous

cache of heroin hidden beneath concrete blocks in a tractor-trailer outside Kandahar in 2004, the local Afghan commander quickly impounded the truck and notified his boss.

Before long, the commander, Habibullah Jan, received a telephone call from Ahmed Wali Karzai, the brother of President Hamid Karzai, asking him to release the vehicle and the drugs, Mr. Jan later told American investigators, according to notes from the debriefing obtained by The New York Times. He said he complied after getting a phone call from an aide to President Karzai directing him to release the truck.

Two years later, American and Afghan counternarcotics forces stopped another truck, this time near Kabul, finding more than 110 pounds of heroin. Soon after the seizure, United States investigators told other American officials that they had discovered links between the drug shipment and a bodyguard believed to be an intermediary for Ahmed Wali Karzai, according to a participant in the briefing.

But the assertions about him have deeply worried top American officials in Kabul and in Washington. The United States officials fear that perceptions that the Afghan president might be protecting his brother are damaging his credibility and undermining efforts by the United States to buttress his government, which has been under siege from rivals and a Taliban insurgency fueled by drug money, several senior Bush administration officials said. Their concerns have intensified as American troops have been deployed to the country in growing numbers.[...]

The White House says it believes that Ahmed Wali Karzai is involved in drug trafficking, and American officials have repeatedly warned President Karzai that his brother is a political liability, two senior Bush administration officials said in interviews last week.

Numerous reports link Ahmed Wali Karzai to the drug trade, according to current and former officials from the White House, the State Department and the United States Embassy in Afghanistan, who would speak only on the condition of anonymity. In meetings with President Karzai, including a 2006 session with the United States ambassador, the Central Intelligence Agency’s station chief and their British counterparts, American officials have talked about the allegations in hopes that the president might move his brother out of the country, said several people who took part in or were briefed on the talks.

“We thought the concern expressed to Karzai might be enough to get him out of there,” one official said. But President Karzai has resisted, demanding clear-cut evidence of wrongdoing, several officials said. “We don’t have the kind of hard, direct evidence that you could take to get a criminal indictment,” a White House official said.

“That allows Karzai to say, ‘where’s your proof?’ ”
It's hard to present proof when no investigations have taken place.
Neither the Drug Enforcement Administration, which conducts counternarcotics efforts in Afghanistan, nor the fledgling Afghan anti-drug agency
has pursued investigations into the accusations against the president’s brother.

Several American investigators said senior officials at the D.E.A. and the office of the Director of National Intelligence complained to them that the White House favored a hands-off approach toward Ahmed Wali Karzai because of the political delicacy of the matter. But White House officials dispute that, instead citing limited D.E.A. resources in Kandahar and southern Afghanistan and the absence of political will in the Afghan government to go after major drug suspects as the reasons for the lack of an inquiry.

“We invested considerable resources into building Afghan capability to conduct such investigations and consistently encouraged Karzai to take on the big fish and address widespread Afghan suspicions about the link between his brother and narcotics,” said Meghan O’Sullivan, who was the coordinator for Afghanistan and Iraq at the National Security Council until last year.

Karzai Appealing to Saudis for help in Peace Talks with taliban

Don't make the same mistake the Pakistanis did when they made peace deals with the taliban. It will only give them time to grow stronger. Xinhuanet

KABUL, Oct. 1 (Xinhua) -- Afghanistan President Hamid Karzai has disclosed that his administration wanted talks with Taliban through the mediation of Saudi Arabia, an Afghan web site Quqnoos reported on Wednesday.

"Since two years I have been sending letters and messages to the Saudi Arabian king and requested him, as a world Muslim leader, to help us bring peace in Afghanistan," Quqnoos quoted the president as saying.[...]

"Our envoys traveled many times to Saudi Arabia and to Pakistan, but the discussions have not started yet. We hope that it happens soon," he said.

He made this admission after a British newspaper the Observer revealed Sunday that talks between Taliban and Afghan government with the support of Britain was going on.

US Defends Karzai's Threat to Attack Talistan

Washington, June 18 (PTI) The US has virtually defended Hamid Karzai for his "threat" to send troops after Taliban militants inside Pakistan, saying the Afghan president had simply the security of his people in mind and the comment was not directed against Islamabad.
"I don't think Karzai's comment was a threat. He is dealing with a very difficult situation on his border and is interested in protecting his people from forces who want to attack them," White House Deputy Press Secretary Tony Fratto said.

The United States wants the Asian neighbours to work together to root out terror groups along their border, the senior official said.

"We need them working together on where these militias are and whether it's Taliban or Al Qaida. And they need to come to an agreement in ways to try to diminish the impact of those groups.
