(Reuters) - Islamist rebels killed at least four people on Tuesday as they tried to seize Chechnya's parliament in a brazen suicide attack that showed Russia has failed to quell insurgency on its southern flank.
Three rebels burst into the parliament compound in the Chechen capital of Grozny at 0845 local time (0445 GMT) as deputies arrived for work and began the attack, which lasted until government forces stormed the building.
One blew himself up and two others went on the rampage inside, spraying bullets around as they screamed "Allahu Akbar" ("God is Greatest"), a Reuters source who spoke to a witness at the parliament building said.
The remaining two attackers holed themselves up on the ground floor and then blew themselves up when forces loyal to Chechen leader Ramzan Kadyrov stormed the building.
"A special operation to destroy the insurgents has taken place," Kadyrov said in a brief statement. He said that all the deputies and other people inside the building had been freed.

In eastern Laghman Province, a combined force of Afghan and coalition soldiers airlifted troops into the Masooda village in the Alishing district to clear the area of insurgents, the international forces said in a statement. After coming under fire, they called for air support, and 32 insurgents were killed, according to Afghan police officials. NATO officials separately put the death toll at “more than 30.”
Several hours after the early-morning engagement, according to the provincial police chief, Ghulam Aziz, a group of more than 100 local residents held an angry demonstration in Mihtarlam, the capital of the province, and police dispersed them with fire hoses and gunshots in the air...
In the other encounter, in eastern Khost Province, 42 insurgents were killed at about 2 a.m. on Saturday when they were spotted trying to cross the border from Pakistan, said Maj. Stephen Platt, a NATO spokesman at Forward Operating Base Salerno.
The Khost provincial police chief, Gen. Abdul Hakim Isahqzai, put the insurgent death toll even higher, with at least 82 killed and reports that the final toll may reach 200. There were no complaints of civilian casualties in that encounter, in the Mogholgai region of the Gurboz district.

In its quarterly report on Iran's programme, the International Atomic Energy Agency repeatedly complained of Iran's failure to respond to its inspectors' requests for information about its plans and activities. In particular, the report said that Tehran's repeated objections to the accreditation of UN inspectors "hampers the inspection process and detracts from the agency's ability" to monitor Iran's nuclear work, which is already the subject of several UN resolutions and international sanctions.
The IAEA noted that Iran had the right to block inspectors on some criteria – several countries vet inspectors on the basis of nationality for example – but objected strongly to an Iranian claim that two recently-blocked inspectors had made "false and wrong statements" in an earlier report. The report was about the removal of sensitive laboratory equipment under IAEA surveillance, which can be used for separating uranium or plutonium from spent nuclear fuel.
The IAEA said it had "full confidence in the professionalism and impartiality of the inspectors concerned, as it has in all of its inspectors"

KABUL, Afghanistan — President Hamid Karzai has signed a decree launching an Afghan program to lure Taliban foot soldiers off the battlefield, as troops continue rounding up mid- to senior-level militant commanders including a Taliban leader captured in a four-hour gunbattle in the south, NATO said Thursday.
NATO said the Taliban district chief of Now Zad was captured and an unspecified number of insurgents were killed during an Afghan-international force operation Wednesday night in the remote Baghran district in northern Helmand province.
Taliban fighters inside the compound fired rocket-propelled grenades and machine guns before troops called in a precision airstrike, NATO said.
There were no casualties among civilians, Afghan troops or international service members, but an undisclosed number of Taliban were killed or wounded, the alliance said. Helmand provincial spokesman Dawood Ahmadi said 31 militants were killed.
The joint force seized dozens of automatic weapons, grenade launchers and 20 pounds of opium in the compound at Now Zad, a former insurgent stronghold where U.S. Marines have reported progress in winning over the population after a major offensive last summer.
NATO has reported that 130 mid- to senior-level Taliban have been killed or captured across the nation in the past four months.

Al Qaeda's first English-language propaganda magazine, designed to encourage would-be terrorists into acts of violence, suffered an inauspicious launch -- with only the first three of the 67 pages legible due to an apparent computer glitch on Thursday.
The online publication, apparently aimed at British and American readers, includes features such as "Make a Bomb in the Kitchen of Your Mom."
Until now, Al Qaeda has relied on Arabic websites to carry its message, but Bruce Riedel, a Brookings Institution scholar and former CIA officer, said the new magazine was intended to build on recent success in the radicalization of Western citizens.
“[It] is clearly intended for the aspiring jihadist in the U.S. or U.K. who may be the next Fort Hood murderer or Times Square bomber,” he said. “The trend we’ve seen in the last year and a half is less global terrorism and much more homegrown domestic terrorism within Muslim communities.”...
The first edition of the magazine, published by Al Qaeda in the Arabian Peninsula, includes an article by Awlaki entitled ‘May our souls be sacrificed for you’, as well as “a detailed yet short, easy-to-read manual on how to make a bomb using ingredients found in a kitchen."

BAGHDAD -- An Iraqi interpreter for the U.S. military was gunned down on Friday by his son and nephew north of the capital after he refused their demands to quit his job, a police official said.
Hameed al-Daraji was shot in the chest in his house in Samarra, 60 miles north of Baghdad, police Lt. Emad Muhsin said.
Muhsin said al-Daraji worked as a contractor and translator for the U.S. military since 2003 against the wishes of his family. His relatives were constantly fighting with al-Daraji to give up working with the Americans, but he ignored their pleas, he added.
Al-Daraji's son and nephew were arrested after the attack and confessed to being members of an Al Qaeda group that sanctioned the killing, Muhsin said, adding that police were searching for a second son suspected of being an accomplice.
Iraqis working for the U.S. military in the country have been targets of extremist groups who view them as traitors and collaborators with an invading country. But it is rare for family members to kill a relative because of his or her employment with the Americans in Iraq.
Elsewhere in Iraq, gunmen killed an employee of a local irrigation department and three of his family members Friday as part of an apparent tribal dispute over water distribution west of Baghdad, officials said.

They're back. A radical Islamist group critics say has links to Al Qaeda is gearing up to host its second annual U.S. recruiting event.
The group, Hizb ut-Tahrir America, which is committed to establishing a caliphate, or international Islamic empire, kicked up controversy in Chicago last year with its first U.S. conference, “Fall of Capitalism & Rise of Islam.”
Speakers at the conference blamed capitalism for everything from two World Wars to Michael Jackson's decision "to shed his black skin." It drew more than 500 attendees, dozens of protesters and a heavy police presence.
Now the group is coming back to the Windy City with its second conference, “Emerging World Order: How the Khilafah Will Shape the World," scheduled to begin July 11 at the Chicago Marriott Oak Brook. According to a video promoting the event, the goal is to persuade attendees to “answer the call” to "join the campaign" for a Khilafah, or global Islamic empire.
Despite the charged message, the group insists that it advocates change only through nonviolent means.
Terrorism "is not in our dictionary," spokesman Mohammad Malkawi told reporters last year. "We condemn it by all means … From our perspective, our records are clean on this issue."
But some experts say the group's rhetoric masks its true role: preparing the infantry for groups like Al Qaeda by indoctrinating young jihadists.
“Hizb ut-Tahrir realized that U.S. laws, in this stage, allow them to work undetected as long as they use a narrative that fools the public and law enforcement,” Walid Phares, director of the Future of Terrorism Project at the Foundation for Defense of Democracies, told FoxNews.com.
He said the group’s vision of a worldwide caliphate is "is identical to the Taliban regime but spanning on three continents, as a first stage."
Former Hizb ut-Tahrir member Ishtiaq Hussain agreed.
"They don’t believe Israel should exist, some of their leaders have denied the Holocaust, and they believe homosexuals should be thrown off the highest building," Hussain, now a trainer for the Quilliam Foundation, told FoxNews.com. "... It's actually a very dangerous group."
Phares said Hizb ut-Tahrir's list of alumni -- including confessed 9/11 mastermind Khalid Sheikh Mohammed and Al Qaeda in Iraq's onetime leader, Abu Musab al-Zarqawi -- speaks for itself.

WASHINGTON: The Afghan Taliban are denying a report that it receives funding, training and protection from Pakistan's ISI intelligence agency, a US monitoring group said Tuesday.
A message viewed by the US-based SITE Intelligence Group, which monitors communications linked to international terrorism, said the Afghan Taliban described the reported link this week as “void of all truth, false and untrue propaganda.”
The comment came in reaction to a report for the London School of Economics (LSE) based on interviews with nine Taliban field commanders in Afghanistan between February and May of this year.
That report claimed the relationship between the ISI and the militants goes far beyond current estimates and that the Pakistani intelligence agency “orchestrates, sustains and strongly influences the movement.”
But the Afghan Taliban, according to SITE, said that “no sound mind” would accept that Pakistan, which supports the United States, would back the jihad against the US presence in Afghanistan.
The message from the self-proclaimed Shura leadership in Afghanistan also alleged the report was concocted by the London School of Economics to “protect” American and British interests in the country.

Two new intelligence memos obtained by Fox News point to increasing alarm over radical cleric Anwar al-Awlaki's recent call to kill American civilians.
Awlaki is the American-born cleric residing in Yemen who has been tied to the Fort Hood shooting last fall, the Christmas Day jet bombing attempt and the attempted Times Square car bombing in May. The two intelligence documents, which are for official use only, describe how the cleric's escalating rhetoric could attract dangerous followers inside the United States.
The first memo, which refers to the cleric as Aulaqi, was written by the Department of Homeland Security's Office of Intelligence and Analysis and dated May 26. It warned that the cleric could "inspire" groups to launch terror attacks.
"The FBI and DHS/Office of Intelligence and Analysis are concerned that Anwar Aulaqi's support for violence against U.S. military and civilian targets could inspire terrorist groups or individuals to conduct attacks in the United States," the memo said. "The FBI and DHS/I&A encourage reporting of suspicious activity to appropriate authorities and encourage our homeland security, military and law enforcement partners to remain vigilant."...

A separate intelligence memo, obtained by Fox News, confirms what is now the widely-held belief that Al Qaeda in the Arabian Peninsula or Al Qaeda in Yemen has set its sights on the West. The document from Intelink, which disseminates information across the intelligence community, stated that the failed Christmas Day bombing indicates "the group is also prepared to strike directly at the West itself, and to operate beyond the Arabian Peninsula for the first time."
"As such, the current incarnation of AQAP is likely to pose a significant threat within the region and beyond, at least in the short to mid-term," the memo said.

PARACHINAR, Pakistan (AP) — Dozens of militants attacked a security convoy in an area near Afghanistan where Pakistan declared the Taliban defeated, sparking a battle that killed six soldiers and 40 militants, an official said Wednesday.
The clash in Orakzai tribal region illustrated the challenge facing Pakistan as it responds to U.S. pressure and tries to oust Islamist insurgents hiding along the Afghan border. Its declarations of success in some parts have often been premature.
Fifteen soldiers also were wounded in the late Tuesday fighting, government administration Samiullah Khan said.
The army's offensive in Orakzai came on the heels of an operation against the Pakistani Taliban in the South Waziristan tribal area. Many militants in South Waziristan were believed to have fled to Orakzai, though the top Pakistani Taliban leaders are believed to be in North Waziristan, an area the Pakistani army has resisted attacking.

ISTANBUL: Pakistan's military operations in tribal areas have forced some important Taliban leaders to flee outside of Pakistan and Afghanistan, Pakistan's Foreign Minister Shah Mehmood Qureshi said on Monday.
Afghanistan-Pakistan relations had seen a “dramatic shift” since Pakistan returned to civilian-led democracy, Qureshi added after three-way talks with Turkey designed to help dispel years of mistrust between Kabul and Islamabad.
“(Taliban leaders) have fled the region because of very successful military operations Pakistan has undertaken in the tribal belt, in Swat and Malakand,” Qureshi told a joint news conference with his Afghan and Turkish counterparts in Istanbul after the meeting.
The United States is waiting for Pakistan to launch a military operation in the North Waziristan tribal region, home to the Haqqani faction, and other Taliban groups, and a known stomping ground for al Qaeda fighters.
A peace jirga -- a council of elders -- concluded in Kabul last week with a call for President Hamid Karzai's government to find a way to make peace with those Taliban who were not linked to al Qaeda or terrorist groups.
“My brother from Pakistan, the foreign minister, quoted full support for the peace process and Pakistan and Afghanistan will work together to achieve a peaceful solution to this conflict,” Afghanistan's Foreign Minister Zalmay Rasul said when asked if the Taliban leadership was in Pakistan or Afghanistan.

(Reuters) - U.S. and Iraqi forces have killed or captured 34 of the top 42 al Qaeda leaders in Iraq in the past 90 days, severing the group from al Qaeda's senior leadership and leaving it struggling to regroup, Army General Ray Odierno said on Friday.
Odierno, the commander of U.S. forces in Iraq, said al Qaeda in Iraq was working to rebuild its leadership despite continuing military pressure and he cautioned against complacency.
"Over the last 90 days or so, we've either picked up or killed 34 out of the top 42 al Qaeda in Iraq leaders," Odierno told reporters during a Pentagon briefing.
"I will never take my eyes off of al Qaeda," he said. "We will always watch them."

The gathering's opening was disrupted Wednesday by the sound of loud explosions as Taliban militants fired missiles and gunfire near the meeting site in western Kabul. The attack took place as Mr. Karzai was giving his opening address to the crowd of nearly 1,600 delegates.
Missiles fell near the huge tent where the "jirga," or assembly, is taking place, but no one was hurt. Officials said security forces killed two would-be bombers who tried to infiltrate the meeting disguised as women.
Organizers say the goal of the peace conference is to reach a consensus for a road map to reconcile with Taliban insurgents and other extremist groups that are attacking the government and U.S. and NATO troops.

Somalia (Reuters) - Soldiers from Somalia's Puntland region stormed a Panama-flagged cargo vessel held by pirates, but gang members killed the captain in the operation, a minister said on Thursday.
"Our troops stormed the Panama-flagged vessel and engaged the pirates. There was brief fighting before they defeated them," Said Mohamed Raage, Minister of Ports and Marine Transport, told Reuters. "We arrested seven pirates after they killed the captain of the ship."
Semi-autonomous Puntland is a base for sea gangs targeting the Gulf of Aden, but is more peaceful than the rest of the failed Horn of Africa state.

President Karzai's opening remarks came as the Taliban fired a series of rockets near the jirga's grounds. Three suicide bombers attempted to breach the conference's security but police killed two and captured one before they could enter, Afghan officials said. No jirga participants were harmed.

Afghanistan's much-awaited national peace conference opened Wednesday with nearly 1,500 tribal elders, government officials, and civil society representatives divided on how best to approach the insurgency and convince militants to lay down their arms.
They have three days to reach consensus. At issue is whether there should be talks with the Taliban's leadership and whether the Afghan constitution should be revised to implement more Islamic laws.
President Hamid Karzai opened the three-day conference, known here as a jirga, by reaching out to insurgents. "My dear Taliban, you are welcome in your own soil," he told participants gathered under a massive, air-conditioned tent in the capital. "Do not hurt this country or kill yourselves."
The conference is one the largest gatherings of its kind in Afghanistan since 2001. But many Afghans doubt it will mark a significant step towards peace. Most delegates were handpicked by the Afghan government, leading to concern that the jirga isn't really representative or independent.

A militant website on Monday reported that Al Qaeda's No. 3 leader and top commander in Afghanistan, Mustafa Abu al-Yazid, has been killed. US and Pakistani security officials believe that Mr. Yazid, along with members of his family, was recently killed by an American drone attack in Pakistan’s tribal areas. Yazid’s death is being claimed as a counter-terrorism victory, but analysts said that Al Qaeda is quick to appoint successors to key posts.
According to the Financial Times, Yazid’s death was confirmed by Al Qaeda:

HOUSTON—Jury selection is beginning in the trial of a Pakistani student accused of conspiring to aid the Taliban and undergoing training in order to fight U.S. troops.
Attorneys on Monday start questioning prospective jurors in Houston federal court in the trial of 33-year-old Adnan Babar Mirza.
He was one of four men arrested in 2006 for taking part in paramilitary training exercises around the Houston area that prosecutors say were disguised as camping trips
Family and friends of the men have said they were not aspiring Taliban fighters. David Adler, Mirza's lawyer, has said his client was completing a hunting class and was trying to get a hunting license.
If convicted, Mirza faces up to 10 years in prison.

MIRAMSHAH: A US drone attack on a suspected militant compound Saturday killed six militants in northwestern tribal belt, security officials said.
The target of the attack was a house used by militants in Mohammad Khel village, some 25 kilometres (15 miles) west of Miramshah, the main town in North Waziristan, officials said.
“Two US drones fired four missiles, we have reports that six militants have been killed,” a senior security official in Peshawar told AFP by telephone.
Two intelligence officials in Miramshah also confirmed the attack and the death toll.—AFP

KABUL: Afghan and coalition forces conducted sweeps across Afghanistan that left at least 30 militants dead, officials said Saturday.
International and Afghan forces carried out an operation before dawn Friday in the Sangin district of Helmand province that killed 10 insurgents, according to Daud Ahmadi, a spokesman for the regional governor.
Mullah Mohammed Hassan, a ''prominent'' Taliban commander who was involved in many insurgent attacks in northern Helmand province, was captured in the Sangin village of Pirqadam Kariz during the raid, Ahmadi said.
No security forces or troops were injured, he added.
Nato said it had no information about the operation.
