(CNN) -- The California chapters of the Council on American-Islamic Relations and the ACLU say they will announce a federal class action lawsuit Wednesday against the FBI for "illegal surveillance of the Muslim community."
The council's San Francisco Bay Area and Sacramento offices began documenting FBI surveillance practices last year.
"In recent months, there has been a notable increase in complaints by community members of FBI visits," the offices said in July.
It said that Muslims of varying ethnic and geographic background have reported visits by FBI agents.
"We have seen a special emphasis on individuals who have ties to, or have visited Pakistan, Somalia and Yemen," it said.

Imam's autopsy report stuns widow

The widow of a Detroit imam shot to death by FBI agents said today that she was appalled to learn her husband died from 21 gunshot wounds.
“It’s really hard and it’s really painful for me,” Amina Abdullah, 36, said of the autopsy report detailing the death of Luqman Ameen Abdullah. “I was shocked. I was almost going to faint. I couldn’t eat, and I couldn’t sleep.”
Amina Abdullah was married 10 years to the imam, said her attorney Nabih Ayad. Ayad also said the government is trying to deport her to Tanzania.
“She’s concerned about going back home,” Ayad said.
Amina Abdullah appeared at a news conference this morning in Detroit with U.S. Rep John Conyers, who is calling for an independent investigation into the imam’s Oct. 28 death in a Dearborn warehouse.
Ayad told reporters he would also like a second autopsy done because he is concerned about reports of lacerations to Abdullah’s hands and wonders if an FBI dog bit him before he fired back.
The autopsy report was completed in November, but it was not released until Monday at the request of the Dearborn Police Department, which is investigating the incident.
Dawud Walid, executive director of the Michigan chapter of the Council on American-Islamic Relations (CAIR), said he filed a Freedom of Information Act request to learn whether there is any FBI video of the incident. Walid said he has a hunch that video exists since agents hand controlled the warehouse as part of its undercover investigation.
Conyers said he asked Attorney General Eric Holder to have the Justice Department’s Civil Rights Division look into the Oct. 28 incident.
“All we want is simple fairness,” Conyers said, adding that he is concerned that the autopsy report took so long to be released. “On the surface, someone being shot 21 times raises quite a few questions in the criminal justice system. It also may involve the hate crimes law.”

According to the autopsy report, when an investigator from the Medical Examiner's Office arrived at the scene of the shooting on Oct. 28, the body of Abdullah, 53, was found on the floor of a semi-trailer full of flat-screen TVs with his wrists handcuffed behind his back.
The FBI told the investigator that when "officers arrived, officers asked to see his hands, and they informed him that if he didn't comply, they were going to send a dog in." Agents said they opened fire after Abdullah shot the dog.
Andrew Arena, special agent in charge of the Detroit FBI office, has said agents acted appropriately in the two-year investigation of Abdullah and during the raid. Agents sought to arrest the cleric and 10 other people on suspicion of dealing in stolen goods.

GAINESVILLE, Fla. -- The American Civil Liberties Union has sued a north Florida school district. The lawsuit claims the Alachua County School District violated students' rights by not allowing them to wear T-shirts with an anti-Islamic message.
The civil rights organization says it doesn't agree with the "Islam is of the Devil," message printed on T-shirts distributed by the Dove World Outreach Center and worn by area school children. But the ACLU says it supports the students' constitutional right to freedom of speech.

ACLU sues over limits on Muslim prayers in prison

INDIANAPOLIS (AP) — Two Muslim inmates held in a special unit at the federal prison in Terre Haute say they aren't allowed to pray in groups as often as their religion commands and have asked a federal judge to ease worship limits imposed by the Bureau of Prisons.
The prison in western Indiana houses several high-security inmates, including American-born Taliban soldier John Walker Lindh, who is serving a 20-year sentence for aiding Afghanistan's now-defunct Taliban government.
The June 16 lawsuit filed by the American Civil Liberties Union of Indiana challenges limits on Islamic worship in the prison's restrictive Communications Management Unit, where about 30 of the 40 inmates are Muslim.

ACLU condemns US targeting of muslim charities
You know those muslim charities that give money to terrorist organizations that have and want to commit attacks against the US.

The federal government's crackdown on suspected terrorism financing since the Sept. 11 attacks has violated the rights of American Muslim charities and deterred Muslims from charitable giving, the American Civil Liberties Union said in a report Tuesday.[...]The muslims are always the victims.
It said that such sweeping powers, combined with the FBI interviewing Muslim donors and putting mosques under surveillance, has created a climate of fear among Muslims. Donors have been reluctant to fulfill their religious obligation to give zakat, or charity, one of the "five pillars" of Islam, for fear of being arrested, deported, denied citizenship or prosecuted retroactively for donations made in good faith.
"Giving charity is a central part of being Muslim, so it weighs heavily on them that they cannot practice a key tenet of their faith," said ACLU researcher Jennifer Turner, who based her findings on interviews with 120 Muslim community leaders, donors and former government officials.You know what else is figured prominently in islam? WASHINGTON — The Obama administration agreed late Thursday to release dozens of photographs depicting alleged abuses at U.S. prisons in Iraq and Afghanistan during the Bush years.
The decision will make public for the first time photos obtained in military investigations at facilities other than the Abu Ghraib prison in Iraq. Forty four pictures that the American Civil Liberties Union (ACLU) was seeking in a court case, plus a "substantial number" of other images, will be released by May 28.
The photos, examined by Air Force and Army criminal investigators, are apparently not as shocking as those taken at Abu Ghraib, which became a symbol of U.S. mistakes in Iraq. But Pentagon officials nevertheless are concerned that the release could incite another backlash in the Middle East.
Some of the photos show military personnel intimidating or threatening detainees by pointing weapons at them, according to officials who have seen them. Military officers have been court-martialed for threatening detainees at gunpoint.

The ACLU, Enemy of the State
Back in 2004 the ACLU filed a lawsuit on behalf of an unknown internet service provider against the FBI challenging the FBI's use of National Security Letters, NSLs.
National Security Letters allow the FBI to obtain information from third parties, such as telephone companies, financial institutions, Internet service providers, and consumer credit agencies. In these letters, the FBI can direct third parties to provide customer account information and transactional records, such as telephone toll billing records. However, the FBI can't access the content of email/telephone conversions, they can only see the email address sent to or the phone number that was called.
Judge Victor Marrero of the U.S. District Court for the Southern District of New York ruled that the NSL statute was unconstitutional under the First and Fourth Amendments. So after the suit Congress had amended the statute.
But now the ACLU is after the gag orders within the amended NSL statute. The gag orders prevent third parties, contacted by the FBI, from revealing that the FBI had requested information about a specific individual.....

If there are no gag orders then terrorists/would-be terrorists will certainly find out that the FBI is tracking them. The NSLs specifically request information about a certain individual that is connected to an ongoing investigation relating to terrorism. So yes, a terrorist will find out if there are no gag orders.
The government argues they are in place for national security concerns, such as keeping terrorists from learning what they are investigating.
"You can't tell me that any terrorist is going to make anything out of the fact you issued NSLs to AT&T and Verizon," said Circuit Judge Sonia Sotomayor, using a hypothetical example.
