Palestinian factions to discuss makeup of transitional government, identity of new prime minister
Several days after Fatah nominated Salam Fayyad to head the new Palestinian government, Hamas announced it was pushing for Ismail Haniyeh's appointment.
According to the London-based al-Hayat newspaper, a senior Hamas element said that as far as the Islamist group is concerned, Haniyeh will head the new Palestinian government. Fatah and Hamas representatives are slated to meet Tuesday and discuss the makeup of the new government.
Earlier this week, Fatah movement nominated Prime Minister Salam Fayyad to head a transitional Palestinian government which was met by Hamas opposition.
Hamas official Dr. Salah Bardawil said Sunday that the movement will oppose such a move by Fatah: "We will not hand over the unity government to Fayyad, who has driven the West Bank into debt," he said.

The Palestinian Islamist movement Hamas has rejected its rival Fatah's nomination of Salam Fayyad as prime minister in a transitional government.
The decision came hours after Fatah agreed to back Mr Fayyad, who currently heads the Palestinian Authority government in the West Bank.
Delegates from the two factions are due to meet on Tuesday in Cairo to agree the make-up of the new government.
Fatah and Hamas signed a deal in May ending their four-year split.
The agreement paved the way for a joint interim government ahead of national elections next year.

Hamas -- the Palestinian militant group whose history of violence toward Israel landed it on the United States' terror list -- seems to be dealing with its own terrorism problem.
The commander of Hamas' armed wing recently penned an urgent letter to Hamas leadership in Damascus lamenting what he called Hamas' "deteriorating" authority in the Gaza Strip.
In the dispatch, Ahmed Ja’abri claims that Hamas is losing control over the territory, according to reports by London-based Arab-language newspaper Asharq Al-Awsat quoted by the Jerusalem Post.
"Several worrisome explosions recently occurred in Gaza, security anarchy is extensive, and al-Kassam men are being killed," Ja'abri said in the letter, according to reports.
The letter comes after a series of assassinations and explosions near the offices of senior Hamas military commanders and of Hamas prime minister, Ismail Haniyeh, according to the Jerusalem Post. No individual or group has taken credit for the attacks.
Hamas leadership in Gaza alleges that radical "jihadi" Islamist movements are to blame for the bombings, A-Sharq Al-Awsat reports.
Ja’abri also told Hamas leadership in his dispatch that he believes Hamas had made several serious errors in ruling the Gaza Strip.
Hamas seized control of the region in the summer 2007 following a bloody confrontation with rival Palestinian movement, the secular Fatah party.

Palestinian human rights organizations on Sunday condemned bloody clashes between Hamas security forces and Al-Qaida-affiliated militants who seized control of a Gaza Strip mosque Friday night.
The Palestinian Centre for Human Rights (PCHR) and the Gaza-based al-Damir for Human Rights called for an investigation into fighting between Hamas security forces and members of the Jihad al-Salafi group after the group's leader, Abdel-Latif Moussa, called for an Islamic emirate during his Friday sermon.
At least 24 people, including Moussa, were killed in the fighting, and at least 120 more wounded. According to some reports, six unarmed civilians were among the dead.

Al-Damir said the casualty toll was caused by the use of "fatal and excessive force by Hamas security forces, which were aided by its armed wing, the Qassam Brigades."

The PCHR likewise called for a probe into "the use of weapons, which led to such high...casualties."
Both groups also questioned the participation of Hamas' al-Qassam Brigades in the fighting.
The PHCR said the Qassam Brigades could not be "a law-enforcement body. Its very involvement in the incident is an encroachment into the powers of the law enforcement bodies."
Al-Damir likewise said Gazan human rights groups have repeatedly asked Hamas authorities in the Gaza Strip not to involve the movement's armed wing in maintaining domestic security.
The groups also criticized the Jihad al-Salafi, also known as the Warriors of God.
The PCHR said Moussa's declaration of an Islamic emirate "constituted... an assault against the rule of law."

BETHLEHEM, West Bank (Reuters) - Palestinian President Mahmoud Abbas's Fatah faction opened its first conference in 20 years on Tuesday, set to endorse a two-state solution but keep an option of "armed struggle" with Israel.
Officials said a draft of Fatah's new programme calls for new forms of resistance such as civil disobedience against Jewish settlement expansion and a West Bank barrier Israel says is for security but which Palestinians see as a land grab.
Crucially, the draft leaves open the option of "armed struggle" if peace talks with Israel fail and does not rule out a unilateral declaration of Palestinian statehood in the West Bank and Gaza Strip if peace negotiations remain stalemated.
Fatah's 400 delegates who live in the Gaza Strip were banned from traveling to the city of Bethlehem for the conference by the territory's Hamas rulers.

Sunday's confrontation between an armed Hamas cell and Palestinian Authority policemen in Kalkilya shows that the Islamic movement still has a military presence in the West Bank - one that it is hoping to use to topple Mahmoud Abbas's regime there.
PA security officials said the two Hamas operatives who were killed in the clash, Muhammad Samman and Muhammad Yassin, headed a cell that possessed large amounts of weapons, including explosives and automatic rifles, some of which had been hidden in a basement of a mosque in the city.
The weapons, according to the officials, were supposed to be used by Hamas against members of the PA security forces and Fatah and PA officials. The officials revealed that Hamas members had long been collecting information about PA security officials and installations in the context of what they alleged was a scheme to stage a "coup" similar to the one that the movement carried out in the Gaza Strip in the summer of 2007.
But while the elimination of Hamas's Kalkilya cell may have foiled or hindered the movement's attempts to undermine the PA, the incident is seen as the final nail in the coffin of Palestinian unity talks.

Hamas frees rival Fatah leaders in Gaza

GAZA (Reuters) - Hamas Islamists in the Gaza Strip released three leaders from the rival Fatah faction of Palestinian President Mahmoud Abbas, hours after they were arrested for questioning, Fatah officials said on Saturday.
The Hamas-run Interior Ministry in the Gaza Strip said the Fatah men were detained for questioning after holding an "illegal factional meeting." Fatah officials later confirmed that the three men had been released.
They said among those held was Abdel-Rahman Hamad, a former minister in the Palestinian Authority, who had been meeting fellow Fatah members in the city of Gaza.
Hamas and Fatah will meet on April 1 in Cairo for a new round of Egyptian-brokered unity talks aimed at healing a rift that has been widening since the Islamists group seized the Gaza Strip in 2007 from forces loyal to Abbas.
The Palestinian president later set up a new administration in the West Bank, where Fatah holds sway.

Five people, including a senior official in the Palestinian Fatah faction, were killed Monday in a roadside bomb explosion in southern Lebanon, security sources said.
The bomb that killed Medhat Kamal and four of his bodyguards went off as their convoy approached the Mieh Mieh refugee camp near the port city of Sidon, a Fatah official in the West Bank said.

Israel to Release 200 Fatah Terrorists
In another show of goodwill, Israel is planning on releasing 200 Fatah terrorists. The idea is to strengthen Fatah, but why? How many times has Israel shown goodwill towards their Arab neighbours only to have their neighbours respond in violence?

The government's decision to release some 200 security prisoners - mainly from Fatah and including two with "blood on their hands" - to help Palestinian Authority President Mahmoud Abbas is opposed by the Shin Bet (Israel Security Agency), a senior defense official told The Jerusalem Post on Sunday.
News of the impending release was received negatively among Shin Bet handlers and agents, the source said.
"You have to hear the responses inside the Shin Bet to the release. They work day and night to capture and neutralize terrorists, and all of it is gone in an instant," he said. The government's attempt to help Fatah with the new prisoner release was unlikely to succeed, Brig.-Gen. (res.) Shalom Harari, a senior research scholar with the Institute for Counter-Terrorism at the Interdisciplinary Center in Herzliya, said on Sunday.
Harari, who was as a senior adviser on Palestinian affairs to the Defense Ministry for 20 years, said Fatah was in an extremely vulnerable state, and that the proposed prisoner release would likely be "forgotten after two days."
Fatah's responses to previous prisoner releases were not encouraging, he said. "On the morning after the release, we heard Fatah blaming Israel. Whatever happens, they will blame Israel and fault everyone except for themselves," Harari said.

Israel to Release 150 Palestinian Terrorists

In a goodwill gesture, Israeli Prime Minister Ehud Olmert has pledged to free more than 150 Palestinian prisoners later this month.
Olmert made the announcement Wednesday while meeting with Palestinian President Mahmoud Abbas in Jerusalem.
Palestinian negotiator Saeb Erekat confirmed the prisoners would be released Aug. 25, although it is unclear if prominent detainees Marwan Barghouti and Ahmed Saadat will be among them.Barghouti, seen as a natural successor to Abbas, was jailed for life in Israel for his involvement in deadly attacks on Israeli citizens. Saadat was arrested after the group he leads — the Popular Front for the Liberation of Palestine — claimed responsibility for assassinating an Israeli cabinet minister.
Abbas has asked that both prisoners be released.
Israel has refused in the past to free prisoners directly linked to fatal attacks, although the government made an exception three weeks ago when it released accused Lebanese prisoner Samir Kantar, who was convicted of killing an Israeli father, daughter and policeman.

At least four Palestinians are dead and scores wounded after a battle in Gaza City between Fatah supporters and police from the hard-line Islamist group Hamas.
The police said they were trying to arrest a group of men suspected of organizing a beachside bombing that killed six people last week in Gaza, but Fatah members called the raid political victimization.Iris Mackler, reporting for the CBC from Jerusalem, said the latest shootout began when Hamas security forces raided the stronghold of the Hilles clan early Saturday. Police said the clan was hiding suspected bombers in its compound.
But they continuely allow terrorist groups to fire rockets/motars indiscriminately into Israel.
Hamas forces stormed several high-rise buildings and arrested gunmen, rooftop snipers and wounded fighters, police spokesman Islam Shahwan said.
"We will not allow anyone to breach the law and violate the rules," he said. "This is what the Palestinian police do in order to deter these people and to restore calm until they are brought to trial and to justice."

Hamas security men detained Ibrahim Abu an-Naja and Zakaria al-Agha, who were appointed by Abbas to oversee Fatah in the Gaza Strip after Hamas Islamists seized control a year ago, Fatah officials said.Hamas forces also arrested three local governors appointed by Abbas, whose West Bank-based government is backed by the United States and other Western powers.
Hamas leader Sami Abu Zuhri said the arrests in the Gaza Strip were meant to put pressure on Abbas's security forces to release Hamas activists detained in the occupied West Bank.
He accused Abbas's forces of trying to "liquidate" Hamas and described the Gaza arrests as "temporary and limited".

JERUSALEM (Reuters) - Palestinian security forces loyal to Hamas and Fatah have both carried out serious human rights abuses over the past year, including arbitrary arrests and torture, according to a report on the bitter power struggle.
Human Rights Watch, in the report released on Wednesday, cited a pattern of politically motivated arrests, mock executions and severe beatings in detention centers run by Hamas Islamists in the Gaza Strip and President Mahmoud Abbas's secular Fatah faction in the West Bank.
It faulted the United States and other donors, which have bankrolled Abbas's Palestinian Authority and Fatah-dominated security forces, for "not paying adequate attention to the systematic abuses by those forces".According to Human Rights Watch, masked Fatah security men in the West Bank have arrested hundreds of Hamas members and supporters without warrants.
The report said Fatah forces often tortured detainees during interrogation, apparently resulting in one death. Torture methods included mock executions, kicks and punches, and beatings with sticks, plastic pipes and hoses, it said.
The most common form of torture was forcing detainees to stay in "stress" positions, a practice known in Arabic as shabah, which causes intense pain and sometimes internal injury but leaves no physical mark, Human Rights Watch said.
Hamas forces in Gaza committed many of the same abuses, including arbitrary detentions accompanied by severe beatings and, in two cases, multiple gunshots at close range to the legs, Human Rights Watch said. In at least three cases, individuals died in custody, apparently from torture, the report said.
