A U.N. investigation has concluded that Syrian forces committed crimes against humanity by killing and torturing hundreds of children, including a 2-year-old girl reportedly shot to death so she wouldn't grow up to be a demonstrator...
The report by a U.N. Human Rights Council panel found that at least 256 children were killed by government forces between mid-March and early November, some of them tortured to death.
"Torture was applied equally to adults and children," said the assessment, released in Geneva. "Numerous testimonies indicated that boys were subjected to sexual torture in places of detention in front of adult men."...

The 74-page report, detailing a widespread pattern of brutal abuses, will probably complicate American efforts to hand over security responsibilities to Afghan authorities as a prelude to winding down the Western combat mission in Afghanistan...
The United Nations said the abuse, while routine and systematic, was not based on Afghan government policy, but rather appeared to have been carried out at the initiative of individual jailers and security officials. It added that Afghan government ministries had cooperated in the investigation and had already moved to take action against some of the officials allegedly involved.

ISLAMABAD: Of the 1,195 women murdered in Pakistan this year, 98 were killed after being raped, says a report by the country's first helpline for women and children.
The Madadgaar helpline released a report in Karachi Thursday on the occasion of the International Day for the Elimination of Violence Against Women, Geo News reported Friday.
The report further said that 321 were raped and 194 gang raped in Pakistan in 2010. a total of 1,091 were tortured, 126 were burnt, 383 were kidnapped, 316 were tortured by police and 491 committed suicide.
A total of 4,870 cases of violence against women were registered by police, while the total number of cases reported since the year 2000 came up to 79,909.

Her family only realized what had happened to her when she complained of pain and they took her to see the doctor, Foreign Employment Bureau officials said.
"The landlord and the wife of the landlord hammered 24 nails into her when she complained of the heavy workload," Kalyana Priya Ramanayake, media secretary of the Foreign Employment Bureau, told Reuters.
Ariyawathi has been taken to hospital for surgery to remove the nails, which according to the maid were hammered in when they were hot.
X-rays showed one- to two-inch nails in her hands and legs, with one over her eyes, officials said.

(June 3) -- Former President George W. Bush says he has no regrets that the mastermind of 9/11 was waterboarded while under interrogation, and he would allow it again "to save lives."
Bush made the comment in a speech Wednesday to the Economic Club of Grand Rapids, Mich.
"Yeah, we waterboarded Khalid Sheikh Mohammed," Bush said. "I'd do it again to save lives."
Waterboarding is a technique used by CIA interrogators under the Bush administration, in which the suspect's head is either submerged underwater or water is poured into his or her airways, to simulate drowning. It's now banned under the Obama administration, which considers it torture.
Mohammed is believed to be the most senior al-Qaida suspect in U.S. custody. He was captured in Pakistan in 2003 and is one of several detainees who endured waterboarding under their American captors.
In his speech Wednesday, Bush also defended his decision to invade Iraq in 2003.

LONDON: Two men regarded as a serious danger to national security can't be deported to their native Pakistan because they face the risk of torture in their homeland, a British court ruled Tuesday.
The Special Immigration Appeals Commission said Abid Naseer, 24, and Ahmed Faraz Khan, 26, can't be forcibly removed to Pakistan, because of the likelihood they would be mistreated.
Judge John Mitting and two colleagues made the ruling despite labeling Naseer an al-Qaeda operative and Khan an Islamist extremist.
''There is a long and well-documented history of disappearances, illegal detention and of the torture and ill-treatment of those detained, usually to produce information, a confession or compliance,'' the judges said in a ruling issued Tuesday.

Five Americans arrested last month for allegedly plotting terror attacks told a court Monday they have been tortured while in custody.
Muhammad Ameer Khan Rokhri, the former defense lawyer for the accused, told CNN Monday the five complained to the special anti-terrorism court that they were tortured by the jail authorities. He added that the court ordered medical check-ups for the five.
Aftab Hanif, the deputy superintendent of the district jail, told CNN that the allegations were false. He said nobody touched the suspects and added that they were even receiving better food than the other prisoners.

UAE sheikh acquitted of torture

Sheikh Issa bin Zayed al-Nahayan, the brother of UAE president and Abu Dhabi emir Sheikh Khalifa bin Zayed al-Nahayan, has been acquitted of charges of torture, his lawyer has said.
An Emirati court on Sunday acquitted Shiekh Issa despite a video tape of the 2004 incident showing him torturing an Afghan man with whips, electric cattle prods and wooden planks with protruding nails.
"The court acquitted Sheikh Issa after establishing he was not responsible," for the torture, lawyer Habib al-Mulla said on Sunday.
"The court accepted our defence that the Sheikh was under the influence of drugs [medicine] that left him unaware of his actions," al-Mulla said.

Bassam and Ghassan Nabulsi, former business partners of Sheikh Issa, who filmed and kept the video tape, were sentenced in absentia to five years each in prison.

The video tape was handed to the ABC News channel last April.
Sheikh Issa was charged with rape, endangering a life and causing bodily harm, the Gulf National newspaper reported.

NEW DELHI: The United States may have been forced to close the Guantanamo Bay detention centre but India runs 40 such “illegal” secret chambers across the country, one of India’s leading magazine revealed in its forthcoming issue.
An early copy of The Week obtained by Daily Times reveals the horror of the torture chambers, where suspects were subjected to extreme interrogation techniques for years. “I could never again dream of doing the things I did when I was in charge,” said Maloy Krishna Dhar, former joint director of the Intelligence Bureau (IB), while admitting to the existence of such centres. Top police officers also told the journal that these chambers were their “assets”. “They are our own little Guantanamos,” they said.
Quoting KS Subramanian, former director general of police, who has also served in the IB, it said these sites existed and were being used to detain and interrogate suspected terrorists and have been operating for a long time. Dhar admitted that these centres fanned militancy in Indian Punjab and IHK. The magazine’s investigating team has identified 15 such centres – three each in Mumbai, New Delhi, Gujarat and Indian-held Kashmir (IHK), two in Kolkata and one in Assam. But officials claim the number could be around 40.
Torture: An officer who had worked in one of the detention centres admitted extreme physical and mental torture, based loosely on the Guantanamo model, was used to extract information from detainees. It included an assault on the senses and sleep deprivation, keeping the prisoners naked, and forcibly administering drugs through the rectum. “In extreme cases we use pethidine injections. It makes a person crazy.” The Anti-Terrorism Squad (ATS) questioned Saeed Khan (name changed), one of the accused in the Malegaon blasts of September 2006, held at the Aarey Colony facility in Goregaon, the biggest of the three detention centres in Mumbai. He was served food at irregular intervals (leading to temporary disorientation) and was denied sleep.

Chinese net-addict teenagers given electric shocks as treatment

(ANI)Shanghai, : In a bid to prevent Internet addiction of their children,
Chinese parents are turning towards electro-shock therapy at a clinic
that claims they will be "reborn" free of the obsession.
However the harsh methods used by the clinic have caused an outcry among 3000
teenagers, who have been subjected to this odd treatment, The Sunday
Times reports.
At Dr Yang Yonxin's clinic, there are at least 100 young inmates.
Their parents have sent them to the treatment centre in Shandong province,
eastern China, because they have become hyperactive and uncontrollable.
Patients
are forbidden to speak about anything except their struggle to escape
the addiction. The boy or girl is made to write a confession and kneel
in front of his or her parents.
The clinic has 86 rules. The
regulations prescribe electric shocks as punishment for "misdeeds" such
as eating chocolate and locking the bathroom door.
Former patients, writing online, claim the shocks, some severe, were administered continuously.

WASHINGTON — The Obama administration agreed late Thursday to release dozens of photographs depicting alleged abuses at U.S. prisons in Iraq and Afghanistan during the Bush years.
The decision will make public for the first time photos obtained in military investigations at facilities other than the Abu Ghraib prison in Iraq. Forty four pictures that the American Civil Liberties Union (ACLU) was seeking in a court case, plus a "substantial number" of other images, will be released by May 28.
The photos, examined by Air Force and Army criminal investigators, are apparently not as shocking as those taken at Abu Ghraib, which became a symbol of U.S. mistakes in Iraq. But Pentagon officials nevertheless are concerned that the release could incite another backlash in the Middle East.
Some of the photos show military personnel intimidating or threatening detainees by pointing weapons at them, according to officials who have seen them. Military officers have been court-martialed for threatening detainees at gunpoint.

WASHINGTON, April 19 (Reuters) - CIA interrogators used the waterboarding technique on Khalid Sheik Mohammed, the admitted planner of the Sept. 11 attacks, 183 times and 83 times on another al Qaeda suspect, The New York Times said on Sunday.
The Times said a 2005 Justice Department memorandum showed that Abu Zubaydah, the first prisoner questioned in the CIA's overseas detention program in August 2002, was waterboarded 83 times, although a former CIA officer had told news media he had been subjected to only 35 seconds underwater before talking.
President Barack Obama has banned the use of waterboarding, overturning a Bush administration policy that it did not constitute torture.
The Justice Department memo said the simulated drowning technique was used on Mohammed 183 times in March 2003. The Times said some copies of the memos appeared to have the number of waterboardings redacted while others did not.
The Senate Intelligence Committee is investigating the CIA interrogation program, which under President George W. Bush also included slamming prisoners into walls, shackling them in uncomfortable positions and depriving them of sleep.
Bush administration officials had claimed such methods were needed to get information but the repeated use of the waterboard on Zubaydah and Mohammed were sure to raise questions about its effectiveness.

GENEVA (Reuters) - The people of North Korea are subjected to "intolerable suffering" including starvation, torture and almost universal spying, a U.N. investigator said on Monday in one of the toughest reports presented to a U.N. forum.
Thai jurist Vitit Muntarbhorn told the world body's Human Rights Council that the situation in the communist-ruled country was "dire and desperate" with the population living in fear and pressed to inform on each other.
"The country is under one-party rule. At the pinnacle there is an oppressive regime, bent on personal survival, under which the ordinary people of the land undergo intolerable and interminable sufferings," he said.
Diplomats said his comments and an accompanying report, although similar in their conclusions to studies of North Korea from independent rights groups, were among the most critical on one country ever presented to a U.N. forum.
Muntarbhorn, formally a special rapporteur for the Council which is not obliged to act on his recommendations, said the North Korean government's abuse of its citizens should be addressed by the entire global community.
"There are widespread, systematic and reprehensible human rights violations of a long-standing and insidious nature which demand international attention and commitments nationally and internationally to help improve the situation," he said.
His remarks appeared largely addressed to the developing country majority on the 47-nation Council which has generally sought to avoid serious formal condemnations of governments of non-Western nations for rights abuses.
"DEATH TRAP"
Although North Korea and the military government in Myanmar have been the subject of relatively mild resolutions in the past, the Council -- where Islamic countries have a strong voice -- has issued five condemnations of Israel.
"Throughout the years," said Muntarbhorn, "the (North Korean) authorities have bred a culture of pervasive mistrust and multi-layered 'divide and rule', creating great insecurity for the general populations."
Despite huge food shortages due partly to bad weather but also to environmental degradation and mismanagement, he said, the authorities were moving to close all markets on which many people rely "for fear of losing their grip on the population."
They were also apparently this year planning to ban small-lot, or "kitchen" farming, which had been vital for the survival of the general population, while army personnel were forcing farmers to provide them with food, he added.
Collective punishment was used, with whole families persecuted and sent into detention when a member falls foul of the authorities, he said. Public executions were common.
