STANTON, Ky. -- The arrest of a Croatian woman in small-town Kentucky for alleged war crimes two decades ago in the former Yugoslavia "brings her long run from justice to an end," a U.S. marshal said.
U.S. Magistrate Judge Robert E. Wier appointed Azra Basic, 52, a lawyer Thursday and ordered her held without bond pending an April 1 status hearing. Prosecutors argued that no bail amount would guarantee Basic's presence in court.
Federal agents arrested Basic on Tuesday. A complaint filed by U.S. Attorney James Arehart accuses Basic of committing crimes at three camps near the majority-Serbian settlement of Cardak in Derventa.
The Croatian woman locals in Stanton knew as "Issabella" settled years ago in this rural, hilly area and took jobs bathing elderly nursing home patients and working at a sandwich factory.
This week, acquaintances were shocked to hear the secret that Bosnian war crimes investigators said Basic has been hiding for two decades. As a soldier in the Croatian army, she killed a prisoner and tortured others by forcing them to drink human blood and gasoline, authorities said.

The Taleban and other insurgent groups should be investigated and prosecuted for war crimes, Amnesty International said today, following the release of a UN report showing a rise in targeted killings of civilians in Afghanistan by anti-government fighters.
Civilian deaths in Afghanistan leapt by 31% in the first half of 2010, driven largely by the Taleban and other insurgents' rising use of improvised explosive devices, and their increased targeting of civilians for assassination, according to the UN Assistance Mission in Afghanistan (UNAMA). Attacks by the Taleban and other anti-government forces accounted for more than 76% of civilian casualties and 72% of deaths.
In the first half of 2010, the executions and assassinations of civilians by the Taleban and other insurgent groups increased by over 95% to 183 recorded deaths compared to the same time last year. The victims were usually accused of supporting the government.
"The Taleban and other insurgents are becoming far bolder in their systematic killing of civilians. Targeting of civilians is a war crime, plain and simple" said Sam Zarifi, Amnesty International's Asia-Pacific Director. "The Afghan people are crying out for justice, and have a right to accountability and compensation."

The idea that a man who admitted overseeing the torture and murder of thousands of people might be free in 19 years was too much for some people who lived through the horrors of the Pol Pot era.
At least one man left the court in disgust on hearing the sentence.
Chum Mey has more reason than most to feel bitter. He was held in the S-21 detention centre which Comrade Duch ran, and suffered regular torture; his wife and children were killed.
Now he is one of only three confirmed living survivors of around 15,000 inmates.
On the steps outside the court, he vented his frustration.
"I ask if Cambodians are happy and the world is happy that millions of people died, a lot of money has been spent on the court - and the perpetrator is free [in 19 years]? I am not happy with that," he said

Not that anything will come of it now , they still have to arrest the man !
once he is arrested , International Criminal Court could take months and months between court dates and appeals and all the legal B.S. that goes on during a trial like this .
But at least the Proper charges have finally been filed !

The International Criminal Court has issued a second arrest warrant for Sudan's President Omar al-Bashir - this time for charges of genocide.
He already faces charges of war crimes and crimes against humanity, which he denies.
The ICC first indicted him in March 2009 but he has not been arrested.
He is accused over the conflict in Sudan's western region of Darfur, where some 300,000 people are said to have died in seven years of fighting.
The ICC had initially declined to add genocide to the indictment but this has been overturned on appeal, with the judges finding "there are reasonable grounds to believe him responsible for three counts of genocide".
Pro-government Arab militias are accused of ethnic cleansing against civilians from the Fur, Masalit and Zaghawa communities after rebel took up arms in Darfur in 2003.

Can't these humanitarian groups find actual war crimes committed by terrorist groups that deliberately kill innocent people. Instead they investigate virtual violations of the Geneva Conventions. Insane.

GENEVA — A U.N. investigation into the Israeli-Palestinian conflict in Gaza has found evidence that both sides committed "war crimes."
The United Nations says the investigation led by former South African judge Richard Goldstone concluded that "Israel committed actions amounting to war crimes, possibly crimes against humanity," during its Dec. 27-Jan. 18 military operations in the Palestinian territories.
The global body said the report released Tuesday "concludes there is also evidence that Palestinian armed groups committed war crimes, as well as possibly crimes against humanity," by firing rockets into southern Israel.
Israel refused to cooperate with the investigation, saying the U.N. Human Rights Council that ordered it was biased against the Jewish state.

U.N. war crimes inquiry to depart for Middle East

GENEVA (Reuters) - U.N. human rights investigators will travel to the Middle East this weekend to examine the three-week offensive Israel launched in Gaza last December, the group said Friday.
The four-member team headed by South African jurist Richard Goldstone will arrive in Gaza on June 1 and spend about one week there, it said in a statement.
The mission will enter Gaza via the Rafah crossing point from Egypt, it said. That implied that Israel had not granted the group entry.
Earlier a U.N. spokesman said that Goldstone had written repeatedly to the Israeli authorities requesting visas and permission to enter but had not yet received a positive reply.
Goldstone said earlier this month that he hoped to visit Gaza and southern Israel and hold public hearings on whether war crimes may have been committed in the December-January conflict.

Canada court finds Rwandan guilty of war crimes

OTTAWA (Reuters) - A Canadian court found a Rwandan man guilty on Friday of genocide, crimes against humanity and war crimes for his role in the 1994 Rwanda genocide, making him the first person convicted under Canada's war crimes act.
Desire Munyaneza, 42, was convicted by a Superior Court judge in the province of Quebec on seven charges that stemmed from the part he played in killings and rapes in the Rwandan region of Butare.
In 1994, extremists from Rwanda's Hutu majority hacked and shot to death 800,000 minority Tutsis and politically moderate Hutus.
"The evidence showed beyond a reasonable doubt that the accused participated in the hunting down of Tutsi ... Desire Munyaneza was at the forefront of the genocidal movement," Judge Andre Denis wrote in his judgment.
Munyaneza faces life imprisonment. His lawyer has already made clear he will appeal.
