The U.S. government announced Monday the grant of a deepwater drill permit to Houston-based Nobel Energy.
It is the first new permit for deepwater oil drilling in the Gulf of Mexico since the British Petroleum oil spill last year.
According to Michael Bromwich, director of the U.S. Bureau of Ocean Energy Management, Regulation and Enforcement, the permit was given because Noble Energy showed it could safely drill a well at the Santiago prospect, located 70 miles off the Louisiana coast.
The Noble well is 6,500 feet under the Gulf of Mexico.
Since the April blast aboard BP’s Deepwater Horizon rig that killed 11 people and is considered one of the worst oil spills in history and the imposition of new safety measures in June, Washington has approved 37 shallow water drilling permits.

WASHINGTON -- President Barack Obama says his talks with Gulf fishermen and oil spill experts are not an academic exercise. They're "so I know whose ass to kick."
One target for the presidential foot: Tony Hayward, the embattled chief executive of BP.
Obama was asked by Matt Lauer of NBC's "Today" about Hayward's past comments that "I want my life back," that the Gulf was "a big ocean" and that "the environmental impact of this disaster is likely to be very, very modest."

Saudis ask for aid if world cuts oil dependence
After raking in 10s of trillions of dollars over the past decades the Saudis have some nerve asking for aid if demand for oil drops. Chronicle Energy
Saudi Arabia has led a quiet campaign during these and other negotiations — demanding behind closed doors that oil-producing nations get special financial assistance if a new climate pact calls for substantial reductions in the use of fossil fuels.
That campaign comes despite an International Energy Agency report released this week showing that OPEC revenues would still increase $23 trillion between 2008 and 2030 — a fourfold increase compared to the period from 1985 to 2007 — if countries agree to significantly slash emissions and thereby cut their use of oil. That is the limit most countries agree is needed to avoid the worst impacts of climate change.

Venezuela signs $16 billion oil deal with China

CARACAS (Reuters) - President Hugo Chavez said on Wednesday Venezuela signed a $16 billion investment deal with China over three years to raise oil output by several hundred thousand barrels per day in the OPEC member's Orinoco belt.
Chavez gave few details of the deal he said was signed on Tuesday. But he appeared to be talking about a new investment, separate from a similar amount China has promised Venezuela in return for future shipments of fuel oil.
"We have struck an agreement with China for the Orinoco belt over the next three years for $16 billion more," Chavez said on state television. He said that between a recently signed Russian project and the Chinese deal, output would rise by 900,000 bpd.

Bugs That Poop Out Oil

"Ten years ago I could never have imagined I'd be doing this," says Greg Pal, 33, a former software executive, as he squints into the late afternoon Californian sun. "I mean, this is essentially agriculture, right? But the people I talk to — especially the ones coming out of business school — this is the one hot area everyone wants to get into."
He means bugs. To be more precise: the genetic alteration of bugs — very, very small bacteria — so that when they feed on agricultural waste such as wood chips or wheat straw, they do something extraordinary. They excrete crude oil.
Unbelievably, this is not science fiction. Pal holds up a small beaker of bug excretion that could, theoretically, be poured into the tank of the giant Lexus SUV next to us.
Not that Pal is willing to risk it just yet. He gives it a month before the first vehicle is filled up on what he calls "renewable petroleum." After that, he grins, "it's a brave new world."
Pal is a senior director of LS9, one of several companies in or near Silicon Valley that have spurned traditional high-tech activities such as software and networking and embarked instead on an extraordinary race to make $140-a-barrel oil from Saudi Arabia obsolete.
"All of us here — everyone in this company and in this industry — are aware of the urgency," Pal says.
