Anyone caught breaking the law will be liable to a fine of 150 euros (£133, $217) and a citizenship course.
People forcing women to wear the veil face a much larger fine and a prison sentence of up to two years.
France is the first country in Europe to publicly ban a form of dress some Muslims regard as a religious duty.
Under the law, any woman - French or foreign - walking on the street or in a park in France and wearing a face-concealing veil such as the niqab or burka can be stopped by police and given a fine.

The result of 68 in favor, 55 against the ban was expected, since Catalonia's parliament had accepted a citizens' petition to stop bullfighting with activists concerned about animal cruelty battling devotees of the renowned Spanish tradition.
In the debate, some lawmakers cited the declining popularity of bullfighting in Spain, where fewer people go each year to the arena to watch toreros in their distinctive "suits of lights" wield red capes and swords at close range against enraged bulls.

Syria bans face veils at universities

Female students wearing a full face veil will be barred from Syrian university campuses, the country's minister of higher education has said.
Ghiyath Barakat was reported to have said that the practice ran counter to the academic values and traditions of Syrian universities.
His ruling, published on the All4Syria website, was said to be in response to requests from students and parents.
The issue of full face veils has caused controversy in other countries.
"This decision could be seen as a step by the government to enforce its secular identity."
In 2009, Egypt's then foremost Muslim cleric, Sheikh Mohammed Sayed Tantawi, barred female students from wearing the full-face veil at the al-Azhar University, Sunni Islam's centre of learning and scholarship.
He also upset other Muslim scholars by saying French Muslims should obey any law that France might enact banning the veil.

One step closer to a Burqa Ban .
(Reuters) - A French bill to ban full-face veils worn by some Muslim women in public will go to parliament on Tuesday, bringing closer a measure which critics argue is hard to enforce and may be unconstitutional.
Supporters of a ban on full-face veils in France, home to the European Union's largest Muslim minority, argue that wearing garments which hide women's faces violates the republican ideals of secularism and gender equality.
Opponents say only a tiny minority of Muslim women wear the full veil, known as a niqab or burqa, and that the legislation is a step toward tighter restraints on individual freedom.
France already bans Muslim headscarves and other religious symbols from schools.
"It's going to increase feelings of being ostracized in part of the Muslim community, even parts where women don't wear the niqab," said Jean Bauberot, sociologist at the Ecole Pratique des Hautes Etudes at Paris' Sorbonne University.
Most voters back a ban, polls have shown, but legal experts warn it could violate the constitution. The Council of State, the top administrative court which advises the government on the preparation of new laws, said in March a ban could be unlawful.
"We were opposed to the veil even before the start of the debate...and we think that a general ban is absolutely not the solution," said Mohammed Moussaoui, President of the French Muslim Council.
Amnesty International called on parliamentarians to reject the ban.
"A total ban on covering the face would violate the rights to freedom of expression and religion of women who wear the burqa or the niqab in public as an expression of their identity or their convictions," John Dalhuisen, expert on discrimination in Europe at Amnesty International, said in a statement.
Parliament will begin debating the four-article bill on Tuesday and a vote on it on July 13.

CHICAGO -- Members of the Chicago City Council have approved what city officials say is the strictest handgun ordinance in the United States.
Friday's 45-0 vote comes four days after a U.S. Supreme Court ruling made it almost certain that Chicago's handgun ban would be overturned. The high court ruled Americans have a right to own a gun for self-defense anywhere they live.
The new city ordinance bans gun shops in Chicago and prohibits gun owners from stepping outside their homes, even onto their porches or garages, with a handgun.

The New York Times writers were warned not to use the word "tweet," Sky News reported Friday.
As the use of Twitter continues to grow, words like "tweet" and "twittering" have increasingly cropped into everyday use.
But editor of The New York Times, Phil Corbett, said it was unacceptable.
He sent a memo to writers Wednesday telling them not to use the T-word, which he called "inherently silly."
"Some social-media fans may disagree, but outside of ornithological contexts, 'tweet' has not yet achieved the status of standard English," Corbett said in the memo, obtained by website The Awl. "And standard English is what we should use in news articles."
"Except for special effect, we try to avoid colloquialisms, neologisms and jargon. And 'tweet' — as a noun or a verb, referring to messages on Twitter — is all three."
The word tweet appeared 18 times in article in The New York Times in the past month, which prompted Corbett to put his foot down.

Belgium is set to become the first ever country in Europe to ban the burqa being worn in public places.
The vote in Parliament for a nationwide ban on Islamic clothes or veils that do not allow the wearer to be fully identified was almost unanimous.
The full-face niqab and burqa worn by some Muslim women are not a mandatory requirements of Islam, but a personal choice.
People found flouting the new law could be given a fine of more than $30 or even be faced with a week in jail.
Vice president of the Muslim Executive of Belgium, Isabelle Praile, warned that the new law could be the start of a slippery slope.
"Today it's the full-face veil, tomorrow the veil, the day after it will be Sikh turbans and then perhaps it will be mini-skirts."
She went on to say that "the wearing of a full-face veil is part of the individual freedoms" protected by Belgian, European and international rights laws.

Belgium to be the next country to ban the Burqa
Belgian's parliament will vote today whether to ban the Burqa. France has already moved in that direction and most likely will introduce a total ban on the Burqa some time this coming summer.

KABUL (Reuters) - Afghanistan on Monday announced a ban on news coverage showing Taliban attacks, saying such images embolden the Islamist militants, who have launched strikes around the country as NATO forces seize their southern strongholds.
The announcement came on a day when the NATO-led International Security Assistance Force (ISAF) fighting the Taliban reported six of its service members had been killed in various attacks.
Journalists will be allowed to film only the aftermath of attacks, when given permission by the National Directorate of Security (NDS) spy agency, the agency said. Journalists who film while attacks are under way will be held and their gear seized.
"Live coverage does not benefit the government, but benefits the enemies of Afghanistan," NDS spokesman Saeed Ansari said. The agency summoned a group of reporters to announce the ban.
The move was denounced by Afghan journalism and rights groups, which said it would deprive the public of vital information about the security situation during attacks.
"Such a decision prevents the public from receiving accurate information on any occurrence," said Abdul Hameed Mubarez head of the Afghan National Media Union, a group set up to protect Afghan journalists, who often complain of harassment by authorities.
"The government should not hide their inabilities by barring media from covering incidents," said Laila Noori, who monitors media issues for Afghanistan Rights Monitor, the country's main liberties watchdog. "People want to know all the facts on the ground whenever security incidents take place."
The Afghan government banned reporting violence for a single day during a presidential election last year, but otherwise had not had formal restrictions on filming security incidents. However, journalists have occasionally been beaten by security forces while filming at the scene of incidents in the past.

PARIS — A French parliamentary panel will stop short of recommending a ban on face-covering veils in the street and instead will ask for the garb to be banned in public facilities such as hospitals, the panel's president says.
The 32-member panel's report due Tuesday culminates a six-month inquiry into the wearing of all-encompassing veils that began after President Nicolas Sarkozy said in June that they are "not welcome" on French territory.
Andre Gerin, a Communist lawmaker who heads the multiparty panel, said the report contains a "multitude of proposals" to ban such garb in places like schools, hospitals and other public buildings, but not private buildings or on the street.
Gerin stressed the need to move "progressively" toward a law banning the attire in the streets and to work "hand in hand" with Muslim leaders and associations.
A 2004 French law bans Muslim headscarves from classrooms.
Muslim religious leaders have warned that a law banning face-covering attire in the streets could stigmatize Muslims and drive some to extremism. They were joined last week by Roman Catholic and Jewish leaders who said they consider such a drastic step unnecessary.

"Yes, I am for a legal ban of the burqa, which has no place in France, a country where women have been voting since 1945," Hassen Chalghoumi, 36, told the daily Le Parisien.
Chalghoumi, who has received death threats for his promotion of dialogue with Jews, said that full face veils had no basis in Islam and "belong to a tiny minority tradition reflecting an ideology that scuttles the Muslim religion."
"The burqa is a prison for women, a tool of sexist domination and Islamist indoctrination," said Chalghoumi, whose mosque stands in Drancy, site of a wartime camp where Jews were detained before transport to Nazi concentration camps.
Chalghoumi criticized some of the tougher measures proposed by conservative politicians, such as imposing fines or cutting off child support payments for veiled women.

"Having French nationality means wanting to take part in society, at school, at work," he said.

Four Christian churches in Malaysia have been attacked amid tensions over the use of the word "Allah" by non-Muslims in the country.
Attackers threw a molotov cocktail which failed to ignite at a church in the state of Selangor on Friday afternoon, media reports said.

Hishammuddin Hussein, the home minister, appealed for calm and moved to assure religious groups in the country that "they are safe".
"I take the events that happened last night very seriously," he said.
"We want to assure the public that this was not a co-ordinated and well-planned action."

A Malaysian court had last week overturned a government ban on non-Muslims using the word "Allah" in their literature, allowing Roman Catholic newsletter, the Herald, to use the term to refer to God in the Malay language.
The judge has since suspended the implementation of the ruling, after the government appealed and the Roman Catholic church agreed to the suspension.
Muslim groups held protests after prayers on Friday against the court overturning the "Allah" ban, despite a warning from Musa Hassan, the country's police chief, advising organisers to "let this be handled by the court" and that he "will take action against anyone who acts to jeopardise national security".
Muslims in Malaysia argue that the "Allah" is exclusive to Islam, and its use by Christians would confuse Muslims.

Swiss reject headscarf ban for schools
Too bad. They were doing so well in setting the parameters for Muslim assimilation in Switzerland.

The cantonal parliament of Zurich rejected on Monday a proposal by the far right Swiss People’s Party (SVP) – Switzerland’s largest party - to ban headscarves for female Muslim students in Swiss schools. The proposal was aimed at “instilling respect of Swiss values in schools”, the party’s leadership says, and that people who settled in Switzerland needed to realise “they could not turn up to work in a headscarf”.
Adrian Amstutz, parliamentarian and senior member of the SVP is one of the strongest supporters of those bans: “Muslims must be spurred to integrate into society”, he said to Swiss News Worldwide. The more moderate, centre right Christian Democratic Party, has been advocating the ban on burqas, a body covering including a face veil, in a bid to defend women’s rights.
Interestingly enough, Egypt recently banned the niqab during university examinations. You can guess why...

LONDON (reuters) - British Prime Minister Gordon Brown said on Monday he was appalled that an Islamist group planned to march through a town renowned for honoring British troops killed in Afghanistan.
Any attempt to distress the families of dead soldiers would be "abhorrent and offensive," he said in a statement.
Home Secretary Alan Johnson said the proposed march through Wootton Bassett in southwest England filled him with "revulsion" and he would grant a ban on the march on public order grounds if police and the local authority sought one.
Mourners regularly line the streets of Wootton Bassett as the coffins of troops pass through the town from a nearby airforce base which receives the bodies of British soldiers flown back from Afghanistan.
Islamist activist Anjem Choudary said his organization Islam4UK intended to hold the procession to highlight the deaths of "innocent Muslim men, women and children" who had been killed in the conflict.
Islam4UK seeks the introduction of sharia law in Britain has links to Islmaist militant leader Omar Bakri Mohammed who has been banned from entering Britain. The group's website gave no indication of when the march would take place.
Some 246 British soldiers have been killed in Afghanistan since the invasion to oust the Taliban in 2001.
A protest last March by Choudary's supporters in Luton, north of London, against soldiers returning from Iraq led to widespread condemnation.
A facebook page set up to oppose the Wootton Bassett procession has already attracted almost 180,000 supporters.

PESHAWAR: Of the 44 predator strikes carried out by US drones in the tribal areas of Pakistan over the past 12 months, only five were able to hit their actual targets, killing five key Al-Qaeda and Taliban leaders, but at the cost of over 700 innocent civilians.
According to the statistics compiled by Pakistani authorities, the Afghanistan-based US drones killed 708 people in 44 predator attacks targeting the tribal areas between January 1 and December 31, 2009.
For each Al Qaeda and Taliban terrorist killed by US drones, 140 innocent Pakistanis also had to die. Over 90 per cent of those killed in the deadly missile strikes were civilians, claim authorities.
The success percentage for the drone hits during 2009 was hardly 11 per cent. On average, 58 civilians were killed in these attacks every month, 12 persons every week and almost two people every day. Most of the attacks were carried out on the basis of human intelligence, reportedly provided by the Pakistani and Afghan tribesmen, who are spying for the US-led allied forces in Afghanistan.
Of the five successful predator attacks carried out in 2009, the first one came on January 1, which reportedly killed two senior al-Qaeda leaders – Usama al-Kin and Sheikh Ahmed Salim – both wanted by the American Federal Bureau of Investigation (FBI). Kin was the chief operational commander of Al-Qaeda in Pakistan and had replaced Abu Faraj Al Libi after his arrest in 2004.
The second successful drone attack was conducted on August 5 in South Waziristan that killed the most wanted fugitive chief of the Tehrik-e-Taliban Pakistan Baitullah Mehsud along with his wife.
The US State Department had announces a $5million head money for information leading to Baitullah, making him the only Pakistani fugitive with the head money separately announced by Islamabad and Washington. –DawnNews

ZURICH (Reuters) - Swiss liberals are considering a new referendum to overturn the ban on building new minarets in the country, Sunday papers reported, as Libya's Muamar Gaddafi warned the ban played into the hands of terrorists.
Club Helvetique, a group of over 20 Swiss intellectuals, will draw up an action plan to overturn the ban, which has drawn widespread criticism abroad and prompted hundreds of people to take to the streets this weekend in Zurich, Basel and Berne.
"A new initiative is the most democratic way of achieving this," constitutional lawyer Joerg Mueller told Sonntag.
But the ban Initiative was done in a Democratic way , no one was forced to vote on it !

The United Nations last week denounced Switzerland's constitutional ban on building minarets as "deeply divisive," "clearly discriminatory" and at odds with the country's obligations under international law.
Foreign Minister Micheline Calmy-Rey said the Iranian government had summoned the Swiss ambassador to explain the situation.
"I don't know of any evidence of terrorist threats so far," she said. "We are doing everything to prevent the situation from escalating."
Switzerland, a country of 7.7 million, is home to more than 300,000 Muslims, mainly from Bosnia, Kosovo and Turkey, but has just four minarets.

GENEVA — The United Nations called Switzerland's ban on new minarets "clearly discriminatory" and deeply divisive, and the Swiss foreign minister acknowledged Tuesday the government was very concerned about how the vote would affect the country's image.
U.N. human rights chief Navi Pillay said Sunday's referendum to outlaw the construction of minarets in Switzerland was the product of "anti-foreigner scare-mongering."
The criticism from Pillay, whose office is based in the Swiss city of Geneva, comes after an outcry from Muslim countries, Switzerland's European neighbors and human rights watchdogs since 57.5 percent of the Swiss population ratified the ban.
The Swiss government opposed the initiative but has sought to defend it as an action not against Islam or Muslims, but one aimed at improving integration and fighting extremism.
"These are extraordinary claims when the symbol of one religion is targeted," Pillay said in a statement. She said she was saddened to see xenophobic arguments gain such traction with Swiss voters despite their "long-standing support of fundamental human rights."

Muslims say Swiss minaret ban discriminates against them
Muslim groups in Switzerland are furious over a call to ban minarets. The groups claim that the ban would discriminate against muslims and islam.
Minarets aren't essential for muslims to pray in a mosque. But these muslim groups are real hypocrites. When they perceive a slight against them, they automatically complain of discrimination. However, they remain silent of the real discrimination occurring in muslim countries such as Saudi Arabia where it is to own a bible let alone build a church.
If they are really disturbed about discrimination against minorities, speak out against that.

The initiative to ban the construction of minarets in Switzerland discriminates against Muslims as a religious minority, Swiss Muslims believe.
At a joint media conference on Thursday, representatives of national Muslim umbrella organisations explained the position of their communities towards the anti-minaret initiative which comes to a popular vote on November 29.
"Muslims in Switzerland identify with Switzerland as their home, whose constitution and laws guarantee them protection, freedom and security," said Farhad Afshar on behalf of the Coordination of Islamic Organisations of Switzerland.

Earlier this year Britain's Home Secretary, Jacqui Smith, put Michael Savage along with Hamas terrorists, Russian skinheads on a no-entry list.
