India's home minister said Thursday that it was too early to blame any particular militant group or individual for the deadly blasts that struck Mumbai at rush hour a day earlier, but that the coordinated attack was the work of terrorists.
He also defended the intelligence services' record in the run-up to the three explosions, adding that they had no information that an attack was coming.
"Whoever planned this attack worked in a very, very clandestine manner," Palaniappan Chidambaram told reporters Thursday morning. "It's not a failure of intelligence."
The home minister also amended the casualty figures, saying 18 people had died rather than the 21 cited earlier by a top state official, with 131 hospitalized. Of the injured, 23 were seriously hurt, and some are in critical condition. A victim whose head was severed remains unidentified, Chidambaram said

Cities across India are on high alert as the government came under mounting criticism for its repeated failures to detect terrorist attacks, following the blitz on Mumbai in which 18 people were killed.
As a monsoon drizzle swept Mumbai, the casualty figure from the three bomb explosions on Wednesday was revised downwards by the home minister, P Chidambaram, on a visit to the affected districts, despite the gruesome discovery of a severed head on Thursday morning.
"The discovery of the severed head takes the number of killed to 18 [reduced from the earlier official figure of 21 dead], while the number of injured stands at 131," Chidambaram said.
"It appears that ammonium nitrate was used in the bombs, with a timer mechanism. The three blasts occurred within 10 minutes of each other, which shows it was a co-ordinated terrorist attack."
He added that of the 131 injured, 26 have been discharged from hospital, 82 are in a stable condition, while 23 are critical.

Although the Obama administration recently proposed a new $2 billion aid package for the Pakistani army and last year signed off on a $7.5 billion civilian aid deal, government officials here said this week that the United States has yet to prove itself a reliable partner.
So 10 Billion over two years is just not enough for Pakistan !
We give and give and all we get is told we have not proven our commitment?
And on top of this we gave $378 million in flood relief,more than any other country so far.

Three years before Pakistani terrorists struck Mumbai in November 2008, federal agents in New York City investigated a tip that an American businessman was training in Pakistan with the group that later executed the attack.
The previously undisclosed allegations against David Coleman Headley, who became a key figure in the plot that killed 166 people, came from his wife after a domestic dispute that resulted in his arrest in 2005.
In three interviews with federal agents, Headley's wife said that he was an active militant in the terrorist group Lashkar-i-Taiba, had trained extensively in its Pakistani camps, and had shopped for night-vision goggles and other equipment, according to officials and sources close to the case. The wife, whom ProPublica is not identifying to protect her safety, also told agents that Headley had bragged of working as a paid U.S. informant while he trained with the terrorists in Pakistan, according to a person close to the case.
Federal officials say the FBI "looked into" the tip, but they declined to say what, if any, action was taken. Headley was jailed briefly in New York on charges of domestic assault but was not prosecuted. He wasn't arrested until 11 months after the Mumbai attack, when British intelligence alerted U.S. authorities that he was in contact with al-Qaeda in Europe.

Britain issues travel warning to France and Germany due to terror threat
The British Foreign Office has issued a warning to British citizen who will be traveling to France or Germany over threats of a Mumbai style terrorist attack. The US State Department has also issued a warning.
Looks like everyone is pretty spooked about the latest threat. Does this mean that they think the attack is imminent? Sky News
Britons travelling to France and Germany have been told they may face a high threat from terror attacks, following a US warning for its citizens to be vigilant while in Europe.[...]
This advice is one step below the formal warning recommending no travel at all.
Following the US move, Britain upgraded its travel advice for Europe.
The Foreign Office said there was a "high threat" of attacks in countries including France and Germany, rather than the "general threat" previously identified.
It follows intelligence indicating al Qaeda terrorists are planning to launch simultaneous Mumbai-style attacks in the UK, France and Germany.

Canadian indicted in Mumbai attack
Tahawwur Hassain Rana, a Canadian citizen, has been charged with providing support to the Mumbai terrorists. Rana is also facing charges for plotting to attack the Danish newspaper that published the Motoons.
Rana had provided a cover story for David Coleman Headley aka Daood Gilani who scouted for possible targets for the terrorists to attack. National Post
Tahawwur Hussain Rana was charged with providing support to both the Mumbai terrorist attacks and Lashkar-e-Tayyiba, the Pakistani terrorist group responsible.
Mr. Rana, 49, was already facing charges alleging he had participated in a plot to attack a Danish newspaper that published a cartoon of the Muslim prophet Muhammad with a bomb in his turban.

Two Muslim brothers have approached the Bombay High Court, seeking relief from “harassment” by police authorities for their alleged involvement in the 26/11 terror attacks.What harassment!
The petitioners, who are into construction and land development, alleged that officers of Manikpur police in Vasai are harassing them at the behest of rival builders.
The brothers, Razak and Mohammed Dokadia, said in their petition that on March 22, the senior police inspector and the assistant police inspector had asked them to visit the police station for an inquiry into their alleged involvement in the terror attacks.
The police said they were acting on an anonymous call and information from Wadibunder Railway Helpline, the petition said.Intolerable!!
The police had also gone to the house of Mohammed after the latter informed them that he was out of the city and will be available only on March 24. According to the petition, the police had allegedly threatened Mohammed’s family members.
The petition said when Razak reported to the police station, his statement was recorded, photographs taken and abused in filthy language. A notice was also issued to him for obtaining his signature and fingerprints.

ISLAMABAD (Reuters) - Pakistan said Thursday that security forces had closed five training camps run by Lashkar-e-Taiba, the group blamed for the Mumbai attacks, and arrested 124 of its leaders and those of a related Islamic charity.
"We have arrested a total 124 mid-level and top leaders," said Rehman Malik, who holds ministerial rank in the Interior Ministry.

In what could prove to be a crucial move in easing tensions between the south Asian neighbours, a government minister last night confirmed that Ajmal Kasab was from Pakistan. The concession came as details emerged of the contents of the dossier that India presented to Pakistan this week.
The evidence included detailed transcripts of conversations between the militants and their handlers, allegedly based in Pakistan. The transcripts clearly suggest that the handlers, said by India to be senior members of the Lashkar-e-Toiba (LeT) militant group, controlled almost every move of the militants and directed their actions, both in response to the hostages they had seized and to the Indian commandos trying to end the carnage.

Indian PM fingers Pakistani angencies for Mumbai attacks
"There is enough evidence to show that, given the sophistication and military precision of the attack, it must have had the support of some official agencies in Pakistan,"Guardianprime minister today accused "official agencies" in Pakistan of being behind the Mumbai terrorist attacks, raising hackles in its nuclear-armed neighbour.
In an address to his country's elected officials, the prime minister, Manmohan Singh, offered his strongest views on the three-day assault by "terrorists" which left more than 170 dead.
It comes a day after Delhi handed over a dossier that it says incriminates Pakistani groups and nationals who were involved in a "criminal conspiracy". India has demanded that those responsible be extradited and tried in Indian courts, a demand which Pakistan's prime minister has dismissed.

ISLAMABAD, Pakistan, Dec. 26 -- Pakistan began deploying thousands of additional troops to its border with India on Friday amid rising tension in the aftermath of the terrorist attacks in Mumbai last month.
Officials ordered army personnel on leave to report for duty and moved troops from Pakistan's border with Afghanistan and adjacent tribal areas, where they had been deployed to counter the Taliban and al-Qaeda insurgency.
Some media reports suggested that as many as 20,000 Pakistani troops were redeployed. But a senior Pakistani security official, speaking on the condition of anonymity, said that the moves involved no more than 5,000 troops.
"We are taking the minimum required defensive steps for our security in the face of Indian troops escalation at the border," he said. "Reports of heavy redeployment of Pakistani forces are false."
Pakistan and India, both nuclear-armed nations, have traded angry statements since India accused "elements" in Pakistan of planning the siege in Mumbai last month that left at least 170 people dead, including six Americans. India officials say the banned Pakistan-based group Lashkar-i-Taiba carried out the attacks and have demanded that Pakistan do more to stamp out such groups. Pakistan has denied any government role in the attacks.
In New Delhi, government officials met to discuss Pakistan's reported troop build-up.
Foreign Minister Pranab Mukherjee urged Pakistan to not divert attention from fighting terrorism and to "bring to book the perpetrators of [the] Mumbai terrorist attack." "We would expect instead of raising war hysteria, they will address this problem," he said.
Indian Prime Minister Manmohan Singh also met with the chiefs of the army, navy and air force and later with his government colleagues to discuss security preparedness. The government also warned Indians against traveling to Pakistan.
Pakistan's Prime Minister Yousaf Raza Gillani said his country would avoid launching a military action but would retaliate with full force if attacked.
"We will not take any action on our own. There will be no aggression from our side," he said.
The United States urged both countries to cooperate in fighting terrorism.
"We hope that both sides will avoid taking steps that will unnecessarily raise tensions during these already tense times," said White House spokesman Gordon Johndroe.
The Pakistani security official said the additional troops were deployed near the cities of Kasur and Sialkot in Punjab province as well as the Line of Control, the de facto border dividing Kashmir, a region that has been claimed by both countries since the bloody partition of the subcontinent in 1947.
The official said the troops were removed from areas where insurgents were inactive because of the snowy winter.
Pakistan's chief military spokesman, Maj. Gen. Athar Abbas, could not be reached for comment on the reports.
Maulvi Omar, a spokesman for the Pakistani Taliban, welcomed the government's decision to withdraw some troops from the tribal areas. "We will not attack the convoys of army withdrawing from tribal areas as it is a good development," he said, adding that the Taliban would help defend Pakistan against any aggression.
In Dera Ismail Khan, a Pakistani city near the tribal area of South Waziristan, residents said they saw dozens of military trucks moving from the frontier area on their way to the Indian border.
"I saw many trucks loaded with Pakistani soldiers moving from Waziristan early Friday morning," said Rahimullah, a shopkeeper in Dera Ismail Khan, who was contacted by telephone. He said a soldier told him they were on way to Indian border.

A helicopter gunship hovered overhead and gunfire was heard.

The complex was ostensibly being used by Jama't-ud-Da'wah, an Islamic organisation that it believed to be a front for the banned Lashkar-e-Taiba (LeT) but claims no links. The camp was subsequently cordoned off.
The Pakistan army acknowledged the raid but provided few details.
"This is an intelligence-led operation against banned militant outfits," said Major General Athar Abbas, the chief spokesman of the Pakistani army. "There have been arrests and investigations are on. We are not disclosing any names ... Further details will be available after preliminary investigations."
There was no move against LeT's alleged headquarters in Muridke, an hour's drive from Lahore. The group has denied involvement in the Mumbai attacks.
Muzaffarabad is the nerve-centre of jihadi activity aimed across the line of control at the portion of Kashmir ruled by India. The three-day Mumbai siege of started on November 26 and left almost 200 people dead.
Lakhvi was supposed to be LeT's operations chief and, according to some reports, recruited Ajmal Ameer Kasab, the lone gunman caught alive during the Mumbai assault. There was no word on what happened to Lakhvi after the arrest or on the whereabouts of Yusuf Muzammil, who has been named by Delhi as the other main planner of the Mumbai attack.
It has been reported that the Indian authorities have asked for the two men to be handed over. Some locals in Muzaffarabad suggested the raid may have been staged in some aspects, with rumours that the militants were tipped off beforehand.
In the past, Pakistan has arrested the founder of LeT, Hafiz Saeed, but then quietly let him go weeks later.
Analysts see little chance that Lakhvi or any other major LeT commander will be handed over to India. The Pakistani president, Ali Asif Zardari, has said that anyone detained in Pakistan will be tried there.
Islamabad is under intense international pressure to act against LeT, which was officially banned in 2002. But any concerted attempt by the Pakistani authorities to suppress the militant group further would be likely be met with a violent response by the group and a political backlash in Pakistan, placing Islamabad in a no-win position.
The government yesterday again complained that India had not shared evidence it had claimed it had on the participation of groups or individuals based in Pakistan. Islamabad also proposed that it would send a "high-level delegation" to Delhi.
"The main site of LeT is Muridke, Lahore, but they haven't done that," said Vikram Sood, an analyst in Delhi and former head of India's Research and Analysis Wing intelligence agency. "I wouldn't say this is a major move but I think it's to pre-empt any [Indian] action."
Within Pakistan, the religious right was scathing over the Muzaffarabad raid.
"We've known for a long time that [the camp] was there. If we wanted to take action, we should have done so, but not under the external pressure we now face," said Fazlur Rehman, head of the Jamiat Ulema-e-Islam, a hardline religious party, part of the ruling coalition in Islamabad.
Qazi Hussain Ahmad, head of Pakistan's other main religious party, Jamaat-e-Islami, said: "This [raid] is wrong. It's all a conspiracy by India and the US. This action shows up the weakness of this [Pakistani] government."

India 'was planning to attack Pakistan'

India was planning to launch a military strike against Pakistan over the Mumbai attacks which killed over 170 people, a Pakistani official says.
Pakistan's High Commissioner to London Wajid Shamsul Hassan said there was evidence suggesting that India had plans to make a quick attack against Pakistan after the Mumbai terror attacks "to teach Pakistan a lesson", the BBC reported.
"This is what we were told by our friends that there could possibly be a quick strike at some of the areas they suspect to be the training camps, an air raid or something of that sort," the news network quoted Hassan as saying.
India has made no comment on Hassan's remarks.
On November 26, ten gunmen attacked multiple locations in India's financial capital, killing more than 170 people, including 22 foreigners, and injuring hundreds in the worst terror strike in the country in more than a decade, with many describing it as India's 9/11.
The US and Indian intelligence reports suggested the Mumbai attacks were carried out by the Pakistan-based Kashmiri militant group Lashkar-e-Taiba.
Islamabad continues to express skepticism over involvement of Pakistani 'elements' in the incident.
US Secretary of State Condoleezza Rice in Islamabad demanded the world community to cooperate against the global terrorism.
"This (the attack) remind us that it is a global struggle and all responsible states will have to play their role in making certain that the terrorist cannot get away with this kind of attack," Rice said at a news conference on Thursday in Islamabad.
Rice's remark came a day after Pakistani President Asif Ali Zardari warned of militant's capability to destabilize the whole region.
Zardari's warning over the spread of violence in the whole region comes as the country has been hit by a wave of violence and has lost thousands of lives after the country's former military ruler joined Bush administration's 'war in terror' in the aftermath of 9/11 attacks.
“We live in troubled times where non-state actors have taken us to war before, whether it is the case of those who perpetrated [the] 9/11 [attacks] or contributed to the escalation of the situation in Iraq,” said Zardari.
“Even if the militants are linked to Lashkar-e-Taiba, who do you think we are fighting?” Zardari asked.
US military forces invaded Afghanistan in 2001 to 'eradicate terrorism' and guarantee peace and security for the whole region.
Bush's war on terror zone has however entered Pakistan with US-led missile strikes hitting the country's tribal areas where US officials claim Al-Qaeda and Taliban militants are hiding. The attacks have claimed the lives of many civilians, rising anti-American sentiment in the country.

Pakistan military trained Mumbai terrorists
Surprise, surprise. We here at Report on Arrakis said last week that it was most likely the ISI, the Pakistani secret service, trained the Mumbai terrorists.
Now the US is providing India and Pakistan with evidence that former top officials of the ISI trained the terrorists. Dinah Lord also has a post showing that the Mumbai terrorists had Heckler & Koch MP5s which only the Pakistani military has access to within Pakistan.
This is what is considered an "ally" these days, a terrorist supporting nation. The AustralianUS intelligence agencies have determined that retired officers of the Pakistan army and Inter-Services Intelligence spy agency helped train the Islamic terrorists who attacked Mumbai.
The disclosure came as Washington yesterday sent the names of four former top officials of the ISI to the UN to be placed on a Security Council list of international terrorists.
Reports from Pakistan yesterday said the former ISI director-general Hamid Gul - appointed to the post when assassinated leader Benazir Bhutto was prime minister - had confirmed his name was included on the list the US had sent to UN Secretary-General Ban Ki-moon.
The US is calling on Pakistan to arrest and turn over to India at least some suspects in the Mumbai outrage, but Pakistan was unlikely to oblige amid escalating tensions between the nuclear-armed South Asian neighbours.

CNN wonders who inspired Mumbai terrorists
The first day of the attacks I was yelling and screaming at the tv that the terrorists were muslims from Pakistan hell bent on killing as many non-muslims as possible. Almost a week after the beginning of the terrorist attacks CNN is still clueless as to what motivated the Mumbai terrorists.
CNN speculates the terrorists were inspired by al Qaida's ideology. But what is al Qaida's ideology? The CNN article does not stop to ask this question. The answer is simple. Islam.
Numerous passages in the quran and hadiths inspire muslims to commit acts of terrorism. One such example is 008.060

The Blame game !
Once again, when something big happens My wireless High speed takes a Vacation !( Alltel , We will talk before I pay my bill again! ) So a lot of T.V. watchin was done ! Something I don't do while in Texas , ( I don't have cable or satellite T.V. )
But I noticed how "out of touch" a lot of news anchors are , one in particular "Robin Meade ? "( CNN Morning's ) I think that is her name , All she could do was act surprised that "Westerners " were being targeted ????? All everyone could do was try to put the blame on someone !!! Islamic Extremists are Islamic Extremists , no matter what country they come from !
Face it , outside the United States , an American is a target ! one of the Favorites of the Whacko Islamic extremist type peoples ! It seems that maybe some have forgotten that these people want us dead !and it sure showed on the news !
Not once was it mentioned that these guys only killed a few Westerners , compared to well over A hundred of their own people !!!

Death toll climbs past 150 as city reels from terror attack
The death toll after three days of violence in Mumbai rose past 150 as shroud-wrapped bodies were ferried last night from the smouldering remains of a luxury hotel and an ultra-orthodox Jewish centre freed from the clutches of Islamist militants.
More than 300 people were injured in the fighting which began when gunmen took the streets of India's financial capital late on Wednesday spraying bullets and throwing grenades to spread terror across the city.
They ended up invading several Mumbai landmarks: two luxury hotels and a Jewish house of prayer - a new phenomenon for India but a familiar pattern from attacks inspired by militant Islamism.
Yesterday the foreign death toll reached 16, including a father and daughter from the US in India for a yoga retreat. British officials said at least 100 Britons were caught up in the attacks, with more than 40 held hostage or forced to hide in their rooms to save their lives. more at The Guardian.co.uk
