North Korea, he said, "while in possession of nuclear weapons, will act in a responsible manner in management, use and non-proliferation of nuclear weapons as well as in nuclear disarmament."

Now that's rich. What about the North Korean nuclear facility in Syria that the Israelis destroyed? What about the Kang Nam, a North Korea flagged ship, suspected of carrying nuclear tech destined for Iran? Reuters

UNITED NATIONS, Sept 28 (Reuters) - North Korea's atomic weapons were for deterrent purposes only and will be handled "in a responsible manner" to ensure there was no nuclear proliferation, a senior official said on Monday.

But in a speech to the U.N. General Assembly, Vice Foreign Minister Pak Kil-yon said the Korean peninsula could only be denuclearized if the United States abandoned a policy of "confrontation" with Pyongyang.

North Korea is the one with a policy of confrontation. North Korea tested a nuclear bomb, and missiles in May, threatens nuclear war in the Korean peninsula, North Korea also threatened to "wipe out" the USA off the "globe once and for all", fires long range missiles towards Hawaii on Independence Day, threantens a nuclear attack over US-South Korean military drills and Kim Jong Il orders a third nuclear test.

US Navy is tracking several North Korean ships

“We have been interested in this one ship [the Kang Nam], but we’ve been interested in, frankly, multiple ships,”

It's a good thing that President Obama has ordered the US Navy not to use force to inspect the North Korean ships.

"The U.N. resolution lays out a regime that has a very clear set of steps," Flournoy said, according to the Yonhap news agency. "I want to be very clear ... This is not a resolution that sponsors, that authorizes use of force for interdiction."

So the national security of the USA is now dependent on half assed UN resolutions. There is a possibility that at least one of these North Korean ships could be carryinng nuclear, chemical or even biological weapons and we can't use force to find out. Insanity.

The United States said it was monitoring “multiple” North Korean ships suspected of carrying weapons and that it would discuss with its allies what to do with one suspect vessel it is tracking.

While the United States has been tracking the Kang Nam since last week, the Pentagon said it is closely monitoring several other North Korean ships allegedly carrying weapons. “We have been interested in this one ship [the Kang Nam], but we’ve been interested in, frankly, multiple ships,” Pentagon press secretary Geoff Morrell said.[...]

Morrell said U.S. authorities were monitoring North Korean ships even before the UN Security Council resolution and were doing so under the Proliferation Security Initiative. Created in 2003, the PSI is a multinational regime designed to halt the proliferation of weapons of mass destruction by interdicting and inspecting suspect cargo in territorial waters of 95 PSI members.

“Under PSI, we had obligations to and an interest in tracking ships to make sure there was no proliferation of any banned goods,” Morrell said. “We obviously, under [Resolution] 1874, have additional responsibilities and authorities, and we appreciate that.”

Pakistan Silences Nuke Scientists about Proliferation

A Pakistani court has upheld the detention of nuclear scientist Abdul Qadeer Khan and barred him from ever speaking about nuclear proliferation. VOA's Barry Newhouse reports from Islamabad that government lawyers say the ruling silencing the confessed nuclear proliferator is in the best interests of Pakistan.

After admitting in 2004 that he alone was responsible for transmitting nuclear secrets to Iran, Libya and North Korea, A.Q. Khan disappeared from public view and was confined to his home in Islamabad.

Beginning in May, the founder of the country's nuclear program granted a string of media interviews in which he rejected his confession and claimed top army officials knew about illegal nuclear technology sales to North Korea.

But Deputy Attorney General Raja Abdul Rehman said the Islamabad High Court has ruled that maintaining a tight ring of security around Khan and barring him from ever discussing nuclear proliferation is in the best interest of the country.

"Consider the national importance of this issue: the services rendered by Dr. Abdul Qadeer Khan, the pardon granted to him by the president and his assurance that the proliferation issue will be a closed chapter for all time to come," he said.

The ruling explicitly forbids Khan from discussing proliferation with the news media or even his own family.
