Iran has started moving nuclear material to an underground facility for the pursuit of sensitive atomic activities, a U.N. nuclear agency report showed, a development likely to add to Western suspicions Tehran is trying to build a weapon.
The International Atomic Energy Agency document also said Iran had continued to stockpile low-enriched uranium (LEU) and one prominent U.S. think-tank said it had enough of the material for four nuclear weapons if it refines it further.
The information that Iran last month moved a "large cylinder" with LEU to the Fordow subterranean site was included in the U.N. body's most comprehensive report yet pointing to military aspects of Tehran's nuclear program.
The main finding in the IAEA report, which was leaked on Tuesday, was that Iran appeared to have worked on designing a nuclear warhead and that secret weapons-relevant research may continue.

Russia has also added its voice to international condemnation saying the use of force against peaceful residents must be stopped.
Violence was reported in several cities around Syria over the weekend with human rights activists claiming dozens were killed in the opposition controlled Hama.

The US Navy intercepted a North Korean ship suspected of carrying missiles to Burma, forcing it to return to the rogue nuclear state, South Korea’s Yonhap news agency reported Monday.
The vessel, The Light, was Sunday reported to have returned to North Korea after drifting in international waters.
Gary Samore, the special assistant to President Barack Obama for arms control and weapons of mass destruction, said the US suspected that the vessel was heading to Burma to deliver military equipment such as small arms and missile-related items, according to the report.

The United Nation's top human rights official says reports of mass killings in Libya should spur world leaders to "step in vigorously" to end the violent crackdown in Libya, and that the 47-nation body should use "all means possible".
Friday's session is the first time that the UN Human Rights Council has held a special session to discuss actions against one of its members, with Navi Pillay, the UN High Commissioner on Human Right, giving support for an independent panel to investigate the alleged abuses by Libyan security forces.
"Today's brutal and shocking situation is the direct outcome of a callous disregard for the rights and freedom of Libyans that has marked the almost four-decade long grip on power by the current ruler," she said.
Her comments came just hours before a UN Security Council in New York meeting that will consider actions against the government of Muammar Gaddafi, which could include sanctions.
France has already urged the body to approve a draft resolution that calls for a "total arms embargo, sanctions and asking the International Criminal Court to proceed over crimes against humanity".
Guido Westerwelle, the German foreign minister, said his country was also preparing sanctions, including travel bans and asset freezes on Gaddafi's family, but dismissed economic sanctions on the country as a whole.
Britain's prime minister has also discussed the possibility of "multilateral measures" against Libya with Barack Obama, the US president.
China and Russia, traditionally reluctant to interfere in the internal affairs of other countries, have supported a statement from the security council issued on Tuesday that condemned "the repression against peaceful demonstrators,'' and demanded an "immediate end to the violence".

SEOUL -- North Korea is digging tunnels at a site where it has launched two nuclear tests, suggesting it is preparing a third, the South's Yonhap news agency said on Sunday, a development which would trigger concern across the region.
Tensions rose on the divided peninsula when 46 sailors were killed in an attack in March on a South Korean naval vessel. North Korea, which has denied responsibility, shelled the southern island of Yeonpyeong in November, killing four people and sparking fears of possible all-out war.
The North was excavating several tunnels before picking the most suitable, Yonhap said, citing an unnamed South Korean government source.

South Korea's defence minister today raised the possibility that US nuclear weapons could be deployed in his country for the first time in nearly 20 years, after it was revealed that Pyongyang had built an advanced uranium enrichment plant.
Kim Tae-young was speaking to a parliamentary committee about the North Korea plant, when he was asked whether the government would consider the return of US tactical weapons for the first time since they were withdrawn by President George Bush Sr in 1991.
He replied that the matter would be "reviewed" by a joint US-Korean committee on deterrence set up last month. His remarks drew attention as the issue has been treated as taboo in the highly-charged atmosphere of the Korean peninsular.
Korean government officials were anxious to play down the significance of his comments, and insisted the taboo remained in place. A Korean defence ministry statement said the redeployment of nuclear weapons had not so far been raised. The Pentagon said there were no immediate plans to redeploy nuclear weapons in South Korea.

(Reuters) - A U.S. satellite has detected increased activity at a North Korean nuclear weapons test site, suggesting it could be preparing for a third test, a South Korean government source was quoted as saying on Thursday.
The report comes after satellite images taken last month also showed heightened activity at the North's main Yongbyon nuclear complex, indicating Pyongyang was pushing ahead with its nuclear plans in defiance of international pressure.
Defense and foreign ministry officials could not confirm the report in the Chosun Ilbo daily about activity at the test site.
North Korea says its wants to rejoin international nuclear disarmament talks after a two-year boycott, which analysts said was an indication it was hurting badly under harsh U.N. sanctions imposed last year in response to its second nuclear test.

Chinese firms bypass sanctions on Iran, U.S. says

(Reuters) - A Security Council committee has deleted 45 entries from its Taliban-al Qaeda blacklist, a move sought by Afghanistan to ease negotiations with insurgents, Austria's U.N. envoy said on Monday.
The Security Council's Taliban-al Qaeda sanctions committee, which was established in 1999 by resolution 1267, began reviewing each of the 488 individuals and entities on the list two years ago amid criticism that some of those under sanctions were either dead or should never have been listed.
The result of the review was the decision to delete nearly 10 percent of the individuals and entities facing a global asset freeze, travel ban and arms embargo, the committee's chairman, Ambassador Thomas Mayr-Harting, told reporters.
Of those removed from the list, Mayr-Harting said, 10 were Taliban militants and 35 related to al Qaeda -- 14 individuals and 21 firms, foundations and other organizations.

(Reuters) - Iran has barred two U.N. nuclear inspectors from entering the Islamic Republic, increasing tension less than two weeks after Tehran was hit by new U.N. sanctions over its disputed atomic program.
The International Atomic Energy Agency (IAEA) rejected Iran's reasons for the ban and said it fully supported the inspectors, which Tehran has accused of reporting wrongly that some nuclear equipment was missing.
"The IAEA has full confidence in the professionalism and impartiality of the inspectors concerned," spokesman Greg Webb said in an unusually blunt statement which described the IAEA's report issued last month as "fully accurate".

A divided U.N. Security Council tightened sanctions against Iran over its nuclear program Wednesday, but left widespread doubt that the new strictures would slow the regime's nuclear program or force it to the negotiating table.
Whereas the vote allowed President Obama to claim a narrow win after months of haggling, it also divided world powers in a way that made the prospect of future sanctions seem more remote and a solution to Iran's nuclear ambitions more uncertain.
Iran, which tried to stave off the new sanctions with months of frenetic diplomacy, dismissed their importance. But even supporters of the Islamic Republic acknowledge that the vote represents a defeat for Tehran's establishment. Under international pressure, however, Iranians tend to put aside their differences and support the government.
The Security Council voted 12-2 with one abstention to adopt sanctions that further limit arms sales to Iran, restrict the overseas operations of its banks, add more Iranian companies to a blacklist, and authorize searches of ships going to or from Iran that might carry items related to its nuclear program.
Despite last minute lobbying from Western powers, Turkey and Brazil voted against the measure; Lebanon abstained.
The sanctions, the fourth such round since 2006, are aimed at forcing Iran to halt a nuclear program that Western powers allege is aimed at developing nuclear weapons. Iran insists the expanding program is only for peaceful uses.

Iranian President Mahmoud Ahmadinejad on Tuesday questioned the veracity of Pentagon's disclosure on Monday that the U.S. has 5,113 nuclear warheads in its stockpile and "several thousand" more retired warheads awaiting the junkpile.
"Perhaps there should be an independent body to verify what the U.S. government declares," he said at a news conference.
"If the U.S. government expects everyone to trust what it says, it is unfair for the U.S. to not trust what others say," he said.
Ahmadinejad, who is in New York for the state of a monthlong conference reviewing the Nuclear Non-Proliferation Treaty, again denied accusations that Iran is trying to build a nuclear bomb -- a denial aimed at undermining growing momentum for a new round of Security Council sanctions.

(Reuters) - North Korea is preparing for a third atomic test that may come in May or June, South Korean broadcaster YTN reported on Tuesday, an act that could further isolate Pyongyang and complicate already troubled nuclear diplomacy.
South Korean Foreign Minister Yu Myung-hwan dismissed the report, saying Seoul had seen no evidence, and the U.S. State Department also voiced doubts about its accuracy.
"If North Korea was making such preparations, there would be related circumstances that can be detected ... there is no intelligence on such circumstances," Yu told a news briefing.
"We are skeptical of that report," State Department spokesman P.J. Crowley told reporters in Washington.
YTN quoted an unnamed diplomat as saying that preparations began in February and involve a level of technical proficiency that is significantly upgraded from the first two tests, considered partial successes at best.
North Korea has boycotted international nuclear disarmament talks for over a year and put conditions on its return that include ending U.N. sanctions imposed after its last test in May 2009 that dealt a severe blow to its feeble economy.
North Korea, scrutinized by U.S. spy satellites, can easily signal it is preparing for a test by moving equipment but that does not mean a blast is imminent, analysts said.
A third test would improve North Korea's ability to make nuclear weapons but also decrease its supply of fissile material, thought to be enough for six to eight nuclear bombs, experts say.

The leaders also discussed the delicate issue of the value of the Chinese currency, which the United States feels is purposely undervalued.
"They are prepared to work with us" on sanctions against Iran, said Jeff Bader, of the National Security Council. "The two Presidents agreed the two delegations should work together on sanctions."

WASHINGTON -- Six major world powers have agreed to begin putting together proposed new sanctions against Iran over its suspect nuclear program after China dropped its opposition, U.S. officials said Wednesday.
China, long a holdout against fresh international penalties against Iran, signaled its willingness Wednesday to consider a U.N. Security Council sanctions resolution, two U.S. government officials said.
That would appear to improve prospects for passing a resolution aimed at increasing economic and diplomatic pressure on Iran to scale back its nuclear ambitions, which Tehran insists are limited to developing nuclear power for peaceful purposes.
In another sign of movement on the Chinese front, Iran's state media reported Wednesday that the country's top nuclear negotiator will travel to Beijing to discuss possible U.N. sanctions.
Iranian state television said Saeed Jalili will hold talks Thursday with senior Chinese officials "concerning the nuclear program."
President Barack Obama had said Tuesday he hoped to have Iran sanctions in place within weeks, which had appeared highly ambitious given China's reluctance even to discuss specific sanctions.

UNITED NATIONS (Reuters) - The president of the U.N. Security Council said on Tuesday it was ready to tackle proposals for new sanctions against Iran over its nuclear program, while U.S. diplomats worked to persuade China that action is needed.
Gabon's U.N. Ambassador Emanuel Issoze-Ngondet, president of the Security Council for March, said the Iranian nuclear issue was not on the agenda of the 15-nation panel this month, but council members might still hold a meeting on it.
"We think the question could come to the table" in March, Issoze-Ngondet told reporters through an interpreter. "But right now we are waiting. We're following the process that's ongoing. We're waiting for the right time to bring the Security Council to deal with it."
Speaking on condition of anonymity, Western diplomats told Reuters the United States, Britain, France and Germany have prepared a draft proposal -- which they hope China and Russia will support -- for a fourth round of sanctions against Iran for defying U.N. demands that it stop enriching uranium.
If the four Western powers win the support of Russia and China on a draft proposal, negotiations on the first new U.N. sanctions resolution in two years could begin immediately.

New Momentum for Iran Sanctions
Now that Mohamed ElBaradei is no longer the Muslim in charge of inspecting muslim interests in nuclear weapons , maybe we will see a little change at the U.N security council .
Being that the IAEA never allowed the proper evidence or reports to be used as evidence against Iran , maybe China will come online with everyone else .

The report and Mr. Amano's speech Monday represent a shift from the less-confrontational stance of Mr. Amano's predecessor, Mohamed ElBaradei, who led the agency for 12 years.
Mr. Amano said Iran is cooperating with the mandate of the IAEA to make sure no known sources of uranium are being diverted for military use. But he said there is much that Iran keeps off limits to inspectors charged with verifying whether its nuclear program is peaceful or military in nature.
The Feb. 18 report listed questions of "concern" that prevent the IAEA from declaring Iran's nuclear program to be peaceful, as Tehran claims. On Monday, Mr. Amano said the report was based on an impartial analysis of credible information from multiple sources.
Iranian Ambassador to the IAEA Ali Asghar Soltanieh said the findings in the report were "unjustified."
U.S. Ambassador Glyn Davies said the report presents a "factual" list of the IAEA's concerns and will "help focus Security Council Members on how far Iran has to go" to meet its international requirements.
Mr. Davies said the international community, led by the U.S., China, Russia, France, the U.K. and Germany would now need to "find new ways to change Iran's direction."
China, however, has opposed sanctions, and Russia has dragged its feet. In Paris Monday, Russian President Dmitri Medvedev said Moscow was ready to consider new sanctions, but insisted that any measures not harm the Iranian population.
