Pirates threaten to scrap ransom deal

MOGADISHU, Dec 7: Somali pirates holding an arms-laden Ukrainian cargo ship on Sunday accused the owners of stalling on a ransom payment and threatened to pull out of a deal for its release struck a week ago.

A pirate spokesman told AFP that the armed gang holding the Faina was unhappy about the delay in the ransom payment.

“The ship’s owners are taking too long to hand over the money,” the spokesman, identifying himself only as Ahmed, said. “There have been consultations between the force on the ground and on the ship and everyone agreed that if the money is not delivered on time, to abandon the agreement,” he added.

Elders in the area, who did not wish to be named, said a ransom of $3.5 million had been agreed for the ship, carrying 33 Soviet-type battle tanks, rocket launchers and ammunition when it was seized off Somalia two months ago.

Ukraine Offers Radar for Missile Shield

While Russian troops are still inside Georgia, Ukrainian President, Yushchenko, offered the West Ukraine's radar system for early warning against incoming missiles. Even though the missile shield is designed to take down only a few missiles. It's getting harder to convince the Russians that this system is intended to protect from rouge states and not Russia. Ukraine has said it is ready to make its missile early warning systems available to European nations following Russia's conflict with Georgia.

The foreign ministry said Moscow's abrogation earlier this year of an accord involving two tracking stations allowed it to co-operate with others.

President Viktor Yushchenko said his country could ensure its sovereignty only through collective security.

In a statement, Ukraine's foreign ministry said that because the country was no longer party to the 1992 agreement with Russia on the use of its radar stations, it could now "launch active co-operation with European nations".

This might include "the integration of Ukrainian elements of missile early warning and space control systems with those of foreign countries that are interested in gathering space data", it said.
