North Korea promises to combat nuclear proliferation

UNITED NATIONS, Sept 28 (Reuters) - North Korea's atomic weapons were for deterrent purposes only and will be handled "in a responsible manner" to ensure there was no nuclear proliferation, a senior official said on Monday.

But in a speech to the U.N. General Assembly, Vice Foreign Minister Pak Kil-yon said the Korean peninsula could only be denuclearized if the United States abandoned a policy of "confrontation" with Pyongyang.
North Korea is the one with a policy of confrontation. North Korea tested a nuclear bomb, and missiles in May, threatens nuclear war in the Korean peninsula, North Korea also threatened to "wipe out" the USA off the "globe once and for all", fires long range missiles towards Hawaii on Independence Day, threantens a nuclear attack over US-South Korean military drills and Kim Jong Il orders a third nuclear test.
