A landowner, David Moxley, agreed to sell land to the Ahmadiyya Muslim Community in order to build a mosque on the land. However, due to Walkersville's zoning laws the land was zoned for farming and a mosque could not be built on the land. Moxley then sued the town for $16.5 million for damages claiming the town discriminated against muslims.
Lawyers for Walkersville have asked for the lawsuit to be dismissed arguing town officials are immune from civil lawsuits.

Moxley is seeking $16.5 million in damages from the Frederick County town and town officials for a zoning decision that blocked the Ahmadiyya Muslim Community from establishing a worship center and recreational facilities on land Moxley had agreed to sell them.
The town and town officials have denied Moxley's claims.
