Saudi Judge OK's Slapping Wives

Where would Saudi judges get such an idea?

Chapter 4 Verse 34 and (as to) those on whose part you fear desertion, admonish them, and leave them alone in the sleeping-places and beat them; then if they obey you, do not seek a way against them; surely Allah is High, Great. Digital Journal

A Saudi judge has given his official recognition of a mans right to physically admonish his Muslim wife if she overspends.
Judge Hamad Al-Razine has determined that a wife can be slapped on the face for overspending.
The judge in this instance is of course a Muslim in the Islamic nation of Saudia Arabia. [...]

The judge gave the example in an english language daily newspaper Arab News of a wife being given SR 1,200 ($320) and then having her spend 900 riyals ($240) on a black hoodie (an abaya) from a name brand shop, instead of getting one at the Arab version of Wal-Mart.[...]

"This is how men in Saudi Arabia see women," she ( Wajeha Al-Huwaider - Saudi women's rights activist) said in a telephone interview from the Saudi city of Dahran. "It's not something they read in a book or learned from a friend. They've been raised to see women this way, that they're less than a person."

Actually it is in a book, the quran to be exact.
