Russia to use nukes in preemptive strike

Russia is looking at “different options to allow the use of nuclear weapons, depending on a certain situation and intentions of a would-be enemy. In critical national security situations, one should also not exclude a preventive nuclear strike against the aggressor.” as well as using nukes against conventional forces in regional and local wars.

So this is what Russia's answer is to Obama's scrapping of the missile shield in Poland and the Czech Republic and for allowing Russian inspectors at all of America's nuke sites.

Russia is weighing changes to its military doctrine that would allow for a “preventive” nuclear strike against its enemies — even those armed only with conventional weapons.
